Les d\u00e9put\u00e9s ont adopt\u00e9 ce mardi soir le projet de loi \u00ab\u00a0de ratification de deux protocoles au trait\u00e9 de l\u2019Otan portant sur l\u2019adh\u00e9sion de la Finlande et la Su\u00e8de\u00a0\u00bb, plus de cinq mois apr\u00e8s le d\u00e9but de la guerre en Ukraine.<\/p>\n\n\n\n

L’Assembl\u00e9e nationale a approuv\u00e9 ce mardi soir l’adh\u00e9sion de la Finlande et de l’Ukraine \u00e0 l’Organisation du trait\u00e9 de l’Atlantique nord (Otan). 209 d\u00e9put\u00e9s ont vot\u00e9 pour et 46 ont vot\u00e9 contre le projet de loi \u00ab\u00a0de ratification de deux protocoles au trait\u00e9 de l\u2019Otan portant sur l\u2019adh\u00e9sion de la Finlande et la Su\u00e8de.\u00a0\u00bb<\/strong><\/p>\n\n\n\n

La majorit\u00e9 pr\u00e9sidentielle (Renaissance, Horizons, MoDem) ont vot\u00e9 pour, tout comme Les R\u00e9publicains, les socialistes et les \u00e9cologistes. En revanche, les d\u00e9put\u00e9s insoumis et communistes ont vot\u00e9 contre. Les 51 d\u00e9put\u00e9s du Rassemblement national pr\u00e9sents ce mardi ont quant \u00e0 eux d\u00e9cid\u00e9 de s’abstenir.<\/p>\n\n\n\n

La semaine derni\u00e8re, le S\u00e9nat avait adopt\u00e9 par une \u00e9crasante majorit\u00e9 le texte (323 pour, 17 contre). Mais des parlementaires ont, au S\u00e9nat comme \u00e0 l’Assembl\u00e9e nationale, d\u00e9nonc\u00e9 le \u00ab\u00a0chantage\u00a0\u00bb de la Turquie, qui a lev\u00e9 son v\u00e9to \u00e0 l\u2019adh\u00e9sion des deux pays nordiques en \u00e9change de l\u2019extradition d\u2019opposants kurdes<\/strong>.<\/p>\n\n\n\n

La Su\u00e8de et la Finlande, neutres de longue date, ont indiqu\u00e9 ces derni\u00e8res semaines vouloir rejoindre l’Otan en raison de la menace grandissante de la Russie, qui m\u00e8ne la guerre en Ukraine.<\/strong><\/p>\n\n\n\n

\u00ab\u00a0D\u00e9cision historique et majeure\u00a0\u00bb<\/h2>\n\n\n\n

La France rejoint \u00ab\u00a0vingt alli\u00e9s\u00a0\u00bb qui \u00ab\u00a0ont d\u00e9j\u00e0 ratifi\u00e9 les protocoles\u00a0\u00bb, a indiqu\u00e9 la ministre fran\u00e7aise des Affaires \u00e9trang\u00e8res Catherine Colonna. La cheffe de la diplomatie fran\u00e7aise a soulign\u00e9 la \u00ab\u00a0d\u00e9cision historique et majeure\u00a0\u00bb de la Su\u00e8de et de la Finlande dont \u00ab\u00a0la neutralit\u00e9 constituait jusqu’ici un principe cardinal.\u00a0\u00bb<\/p>\n\n\n\n

Ce \u00ab\u00a0tournant\u00a0\u00bb provient du \u00ab\u00a0bouleversement de nos rep\u00e8res g\u00e9opolitiques\u00a0\u00bb avec l’invasion russe en Ukraine, le recours d’une \u00ab\u00a0puissance\u00a0\u00bb \u00e0 \u00ab\u00a0la force brute\u00a0\u00bb avec une \u00ab\u00a0violence inou\u00efe\u00a0\u00bb, des \u00ab\u00a0exactions, viols, assassinats et d\u00e9portations\u00a0\u00bb, a fustig\u00e9 la ministre.<\/em><\/em><\/p>\n\n\n\n

Avec l’Otan, il \u00ab\u00a0s’agit de d\u00e9fense collective\u00a0\u00bb et \u00ab\u00a0en aucun cas d’\u00eatre offensif\u00a0\u00bb, a rappel\u00e9 Catherine Colonna.<\/p>\n\n\n\n

Une adh\u00e9sion \u00ab\u00a0n\u00e9cessaire\u00a0\u00bb<\/h2>\n\n\n\n

\u00ab\u00a0Pour l’Otan, c’est l’heure du r\u00e9veil\u00a0\u00bb apr\u00e8s \u00ab\u00a0la mort c\u00e9r\u00e9brale\u00a0\u00bb d\u00e9crite par Emmanuel Macron, a estim\u00e9 le pr\u00e9sident centriste de la Commission des Affaires \u00e9trang\u00e8res Jean-Louis Bourlanges (MoDem, centriste). L’insoumis Aur\u00e9lien Saintoul a de son c\u00f4t\u00e9 d\u00e9nonc\u00e9 un \u00ab\u00a0processus dangereux\u00a0\u00bb avec la \u00ab\u00a0superposition de l’Otan\u00a0\u00bb et de l’Union Europ\u00e9enne.<\/p>\n\n\n\n

A l’extr\u00eame droite, Laurent Jacobelli (RN) a critiqu\u00e9 \u00ab\u00a0un signal de d\u00e9fi \u00e0 la Russie\u00a0\u00bb, avec ce processus d’adh\u00e9sion, en pr\u00e9sentant l’Otan comme une \u00ab\u00a0vitrine commerciale du complexe militaro-industriel\u00a0\u00bb des Etats-Unis.<\/p>\n\n\n\n

La droite LR a soutenu cette adh\u00e9sion \u00ab\u00a0l\u00e9gitime\u00a0\u00bb de \u00ab\u00a0partenaires\u00a0\u00bb qui \u00ab\u00a0contribuent r\u00e9guli\u00e8rement aux op\u00e9rations de l’Otan\u00a0\u00bb. Le socialiste Alain David a lui jug\u00e9 que le contexte g\u00e9opolitique rendait cette adh\u00e9sion \u00e0 l’Otan \u00ab\u00a0n\u00e9cessaire\u00a0\u00bb. Il a toutefois critiqu\u00e9 \u00ab\u00a0l’odieux chantage de la Turquie\u00a0\u00bb sur le sujet, \u00e0 propos des Kurdes.<\/p>\n\n\n\n
