Selon l’Unicef, la frappe a\u00e9rienne du gouvernement f\u00e9d\u00e9ral qui s’est abattue vendredi sur la capitale de la province \u00e9thiopienne du Tigr\u00e9, Mekele, a \u00ab\u00a0touch\u00e9 un jardin d’enfants\u00a0\u00bb, faisant plusieurs morts. \u00ab\u00a0Encore une fois, des enfants ont pay\u00e9 au prix fort une escalade de la violence dans le nord de l’\u00c9thiopie\u00a0\u00bb, s’est indign\u00e9e la directrice ex\u00e9cutive de l’organisation onusienne, Catherine Russell.<\/p>\n\n\n\n

Le Fonds de l’ONU pour l’enfance (Unicef) a condamn\u00e9, samedi 27 ao\u00fbt, la frappe a\u00e9rienne ayant la veille \u00ab\u00a0touch\u00e9 un jardin d’enfants\u00a0\u00bb dans la r\u00e9gion du Tigr\u00e9 en \u00c9thiopie. L’UE et le Royaume-Uni ont appel\u00e9 de leur c\u00f4t\u00e9 au respect du droit international prot\u00e9geant les civils.<\/p>\n\n\n\n

La d\u00e9claration de l’Unicef est la premi\u00e8re confirmation internationale qu’un jardin d’enfants a \u00e9t\u00e9 touch\u00e9, comme l’affirment les autorit\u00e9s rebelles du Tigr\u00e9, le gouvernement \u00e9thiopien ayant assur\u00e9 de son c\u00f4t\u00e9 ne viser que des \u00ab\u00a0cibles militaires\u00a0\u00bb.<\/p>\n\n\n\n

\u00ab\u00a0L’Unicef condamne vigoureusement la frappe a\u00e9rienne \u00e0 Mekele, capitale de la r\u00e9gion du Tigr\u00e9 en \u00c9thiopie. La frappe a touch\u00e9 un jardin d’enfants, tuant plusieurs enfants et en blessant plusieurs\u00a0\u00bb, a d\u00e9nonc\u00e9 la directrice ex\u00e9cutive de l’organisation, Catherine Russell, dans un tweet. \u00ab\u00a0Encore une fois, des enfants ont pay\u00e9 au prix fort une escalade de la violence dans le nord de l’\u00c9thiopie. Depuis bient\u00f4t deux ans, les enfants et leurs familles dans la r\u00e9gion subissent les affres de ce conflit. Il doit cesser\u00a0\u00bb, a-t-elle ajout\u00e9.<\/p>\n\n\n\n

Le gouvernement \u00e9thiopien n’a pas r\u00e9agi dans l’imm\u00e9diat \u00e0 ces d\u00e9clarations onusiennes.<\/p>\n\n\n\n

Sans mentionner la cible touch\u00e9e, le commissaire europ\u00e9en charg\u00e9 de la Gestion des crises, Janez Lenarcic, a \u00ab\u00a0condamn\u00e9\u00a0\u00bb cette frappe \u00ab\u00a0ayant entra\u00een\u00e9 la mort de civils\u00a0\u00bb et \u00ab\u00a0appel\u00e9 au respect du droit international humanitaire\u00a0\u00bb. \u00ab\u00a0Les civils ne sont pas une cible\u00a0\u00bb, a-t-il tweet\u00e9.<\/p>\n\n\n\n

\u00ab\u00a0Les informations sur des frappes a\u00e9riennes au Tigr\u00e9 ayant fait des victimes civiles sont \u00e9pouvantables. Toutes les parties doivent respecter le droit international humanitaire et faire de leur priorit\u00e9 la protection des civils\u00a0\u00bb, a tweet\u00e9 la sous-secr\u00e9taire d’\u00c9tat britannique pour l’Afrique, Vicky Ford.<\/p>\n\n\n\n

Un responsable de l’h\u00f4pital Ayder, le principal de la ville de Mekele, a affirm\u00e9 vendredi dans un message \u00e0 l’AFP que son \u00e9tablissement avait re\u00e7u quatre morts, dont deux enfants, et neuf bless\u00e9s.<\/p>\n\n\n\n

La t\u00e9l\u00e9vision officielle du Tigr\u00e9 a affirm\u00e9 que \u00ab\u00a0sept civils dont trois enfants\u00a0\u00bb avaient \u00e9t\u00e9 tu\u00e9s et a diffus\u00e9 des images montrant ce qui ressemble \u00e0 une aire de jeux d\u00e9vast\u00e9e et un b\u00e2timent aux murs peints de dessins de couleurs vives endommag\u00e9.<\/p>\n\n\n\n

Les journalistes n’ont pas acc\u00e8s au nord de l’\u00c9thiopie, rendant impossible toute v\u00e9rification ind\u00e9pendante. Le r\u00e9seau mobile et Internet y sont \u00e9galement al\u00e9atoires et aucun responsable n’a pu \u00eatre joint samedi au Tigr\u00e9.<\/p>\n\n\n\n

Une frappe \u00ab\u00a0barbare\u00a0\u00bb, selon le patron de l’OMS<\/strong><\/h5>\n\n\n\n

Le directeur g\u00e9n\u00e9ral de l’Organisation mondiale de la sant\u00e9 (OMS), l’\u00c9thiopien Tedros Adhanom Ghebreyesus, lui-m\u00eame originaire du Tigr\u00e9, a tweet\u00e9 \u00ab\u00a0manquer de mots\u00a0\u00bb face \u00e0 \u00ab\u00a0ce terrible \u00e9v\u00e9nement et \u00e0 la perte de vie innocente\u00a0\u00bb, qualifiant la frappe de \u00ab\u00a0barbare\u00a0\u00bb.<\/p>\n\n\n\n

Des combats ont repris mercredi dans le nord de l’\u00c9thiopie, mettant fin \u00e0 cinq mois de tr\u00eave entre le gouvernement f\u00e9d\u00e9ral et les autorit\u00e9s rebelles du Tigr\u00e9, qui se rejettent mutuellement la responsabilit\u00e9 de la reprise des hostilit\u00e9s.<\/p>\n\n\n\n

Jusqu’\u00e0 la frappe sur Mekele vendredi, les affrontements se limitaient \u00e0 deux zones autour de la fronti\u00e8re sud-est du Tigr\u00e9. La situation sur le terrain restait difficile \u00e0 appr\u00e9cier, les zones th\u00e9\u00e2tres de combats \u00e9tant injoignables samedi.<\/p>\n\n\n\n

Les rebelles ont affirm\u00e9 qu’un avion avait \u00ab\u00a0largu\u00e9 des bombes sur une zone r\u00e9sidentielle et un jardin d’enfants\u00a0\u00bb. Le gouvernement \u00e9thiopien a r\u00e9pondu que l’aviation militaire \u00e9thiopienne ne visait que \u00ab\u00a0des sites militaires\u00a0\u00bb et a accus\u00e9 les rebelles tigr\u00e9ens de mise en sc\u00e8ne \u00ab\u00a0pour affirmer que l’aviation a attaqu\u00e9 des civils\u00a0\u00bb.<\/p>\n\n\n\n

Des espoirs de paix jamais concr\u00e9tis\u00e9s<\/strong><\/h5>\n\n\n\n

La frappe de vendredi marque une escalade redout\u00e9e par la communaut\u00e9 internationale, qui s’inqui\u00e8te d’une reprise du conflit \u00e0 grande \u00e9chelle et craint de voir r\u00e9duits \u00e0 n\u00e9ant les maigres espoirs de n\u00e9gociations de paix entrevus depuis juin, mais jamais concr\u00e9tis\u00e9s.<\/p>\n\n\n\n

D\u00e8s mercredi, de nombreux pays et organisations internationales, ONU, \u00c9tats-Unis et Union europ\u00e9enne en t\u00eate, avaient appel\u00e9 \u00e0 une cessation des hostilit\u00e9s et \u00e0 une r\u00e9solution pacifique du conflit.<\/p>\n\n\n\n

Le bilan de cette guerre meurtri\u00e8re, marqu\u00e9e par de nombreuses exactions commises par chaque camp, est largement inconnu. Mais elle a d\u00e9plac\u00e9 plus de deux millions de personnes et plong\u00e9 des centaines de milliers d’\u00c9thiopiens dans des conditions proches de la famine, selon les Nations unies. D\u00e9but mars, quelques semaines avant la tr\u00eave, le Haut-commissariat de l’ONU aux droits humains avait indiqu\u00e9 que les frappes de l’aviation \u00e9thiopienne avaient tu\u00e9 plus de 300 civils au cours des trois mois pr\u00e9c\u00e9dents.<\/p>\n\n\n\n
