{"id":12944,"date":"2022-09-09T12:52:21","date_gmt":"2022-09-09T10:52:21","guid":{"rendered":"https:\/\/congopubonline.com\/?p=12944"},"modified":"2022-09-14T15:39:20","modified_gmt":"2022-09-14T13:39:20","slug":"rdc-logirad-un-nouveau-logiciel-de-gestion-des-finances-publiques-voit-le-jour","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=12944","title":{"rendered":"\u00ab\u00a0LOGIRAD\u00a0\u00bb, un nouveau logiciel de gestion des finances publiques voit le jour"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Le Premier Ministre, Jean-Michel Sama Lukonde a proc\u00e9d\u00e9, ce jeudi 08 septembre 2022, \u00e0 Kinshasa, au lancement solennel du Logiciel de Gestion Int\u00e9gr\u00e9e des Droits, Taxes et Redevances du Pouvoir Central&nbsp;\u00bb LOGIRAD&nbsp;\u00bb.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce logiciel de gestion des recettes non fiscales permettra la tra\u00e7abilit\u00e9 des op\u00e9rations effectu\u00e9es par les services d\u2019assiette et la Dgrad. Mais \u00e9galement, la r\u00e9duction du temps de traitement des dossiers.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab&nbsp;En tant que plateforme de gestion int\u00e9gr\u00e9e de toutes les recettes non fiscales du pouvoir central, je crois qu\u2019il servira de levier d\u2019accroissement de cette cat\u00e9gorie de recettes encadr\u00e9es par la Dgrad&nbsp;\u00bb, a d\u00e9clar\u00e9 le Chef du gouvernement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avant de poursuivre : \u00ab&nbsp;C\u2019est pourquoi la lev\u00e9e des contraintes li\u00e9es \u00e0 la mobilisation des recettes et de ces ressources domestiques demeure le cheval de bataille du Gouvernement tel que repris dans l\u2019action 12 du pilier 3 de son programme d\u2019action. Dans ce contexte, la mise en place de la cha\u00eene informatis\u00e9e de la recette publique constitue un enjeu majeur de l\u2019action gouvernementale&nbsp;\u00bb, a t-rappel\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le Premier Ministre Sama Lukonde a not\u00e9 qu\u2019il permettra \u00e0 tous les utilisateurs des services d\u2019assiette et la Dgrad de travailler dans un seul et m\u00eame environnement informatique. Ce qui est une premi\u00e8re et \u00e0 f\u00e9liciter.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette action r\u00e9alis\u00e9e par le gouvernement que chapeaute Jean Michel Sama Lukonde est une preuve de d\u00e9termination qui ne cesse de se consolider, celle de trouver des solutions efficaces \u00e0 rythmer sur la vision de son Excellence F\u00e9lix-Antoine Tshisekedi Tshilombo, Pr\u00e9sident de la R\u00e9publique et Chef de l\u2019\u00c9tat, d\u2019am\u00e9liorer consid\u00e9rablement les conditions de vie de nos concitoyens. Bien que le cadre budg\u00e9taire qui soutient ce programme d\u2019action reste ouvert aux appuis des partenaires ext\u00e9rieurs, les ressources domestiques en constituent le socle<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il a rassur\u00e9 les r\u00e9gies financi\u00e8res de l\u2019accompagnement du gouvernement en ce qui<br>concerne la maximisation des recette.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab&nbsp;Je suis conscient que la digitalisation du processus de collecte des recettes publiques est un processus long qui requiert, au-del\u00e0 de la volont\u00e9 politique, un accompagnement et une assistance permanente \u00e0 tous les utilisateurs des nouvelles plateformes. Je vous rassure de la ferme volont\u00e9 du Gouvernement \u00e0 vous accompagner jusqu\u2019\u00e0 l\u2019atteinte des objectifs fix\u00e9s&nbsp;\u00bb, a-t-il conclu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il n\u2019a pas manqu\u00e9 \u00e0 f\u00e9liciter tous les acteurs qui concourent \u00e0 la r\u00e9alisation de cette grande r\u00e9forme port\u00e9e par le minist\u00e8re des Finances, tout en saluant le progr\u00e8s r\u00e9alis\u00e9 \u00e0 travers les infrastructures informatiques d\u00e9j\u00e0 d\u00e9ploy\u00e9es.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retenons que, le logiciel LOGIRAD est le plus grand projet d\u2019informations dont dispose la R\u00e9publique d\u00e9mocratique du Congo dans le domaine des finances publiques \u00e0 ce jour.
