Une d\u00e9l\u00e9gation conduite par M. Bernard Quintin, directeur du Service europ\u00e9en de l\u2019action ext\u00e9rieure, a pr\u00e9sent\u00e9 jeudi 23 f\u00e9vrier, la nouvelle strat\u00e9gie de l\u2019Union europ\u00e9enne (UE) pour la R\u00e9gion des Grands-Lacs au vice-Premier ministre, ministre des Affaires \u00e9trang\u00e8res de la R\u00e9publique D\u00e9mocratique du Congo.<\/strong><\/p>\n\n\n\n

\u00ab Je suis venu essentiellement pr\u00e9senter la nouvelle strat\u00e9gie pour les Grands-Lacs que l\u2019UE a adopt\u00e9e ce lundi, qui a comme objectif comment l\u2019UE peut contribuer \u00e0 la paix, \u00e0 la s\u00e9curit\u00e9 et au d\u00e9veloppement durable de l\u2019Est de la RDC et de toute la r\u00e9gion aussi \u00bb, a d\u00e9clar\u00e9 Bernard Quintin \u00e0 l\u2019issue des \u00e9changes avec le vice-Premier ministre Christophe Lutundula.<\/p>\n\n\n\n

\u00ab On a \u00e9chang\u00e9 sur les diff\u00e9rents \u00e9l\u00e9ments qui sont dans la strat\u00e9gie, \u00e0 la fois sur le court terme, comment nous pouvons aider \u00e0 l\u2019apaisement et arriver \u00e0 la paix et \u00e0 la s\u00e9curit\u00e9 dans la r\u00e9gion, et sur le moyen \u00e0 long terme, le d\u00e9veloppement durable \u00e0 travers une bonne gestion des ressources qui profitent \u00e0 la population locale et qui puissent aussi profiter \u00e0 tout le Congo, \u00e0 toute la r\u00e9gion et partant le monde entier \u00bb, a pr\u00e9cis\u00e9 M. Quintin.<\/p>\n\n\n\n

A la question de savoir quand l\u2019UE comptait prendre des sanctions contre le Rwanda qui soutient le M23 dans l\u2019Est de la RDC, Bernard Quintin a r\u00e9agi en ces termes :<\/p>\n\n\n\n

\u00ab \u00c7a, c\u2019est une question qui appartient au Conseil, donc je ne vais pas me prononcer. Mais comme vous l\u2019avez dit vous-m\u00eame, il y a deux d\u00e9clarations de l\u2019UE le 31 janvier, et une tout derni\u00e8rement (la semaine derni\u00e8re), dans lesquelles les choses sont dites, c\u2019est d\u00e9j\u00e0 quelque chose.<\/p>\n\n\n\n

Pour le reste, le pouvoir de la diplomatie, c\u2019est d\u2019\u00eatre discr\u00e8t, c\u2019est de parler avec tout le monde \u00bb.<\/p>\n\n\n\n
