2023 de l\u2019Assembl\u00e9e Nationale, au moment o\u00f9 le processus \u00e9lectoral est en cours depuis Janvier 2023, avec l\u2019enr\u00f4lement des \u00e9lecteurs tant \u00e0 Kinshasa qu\u2019\u00e0 l\u2019int\u00e9rieur et \u00e0 l\u2019ext\u00e9rieur du pays.<\/strong><\/p>\n\n\n\n<p>Au cours de la derni\u00e8re session ordinaire de septembre 2022, cl\u00f4tur\u00e9e le jeudi 15 d\u00e9cembre 2022, une session constitutionnellement budg\u00e9taire, les \u00e9lus des \u00e9lus des provinces ont vot\u00e9, apr\u00e8s l\u2019Assembl\u00e9e nationale, 37 projets de lois parmi lesquels 27 projets de lois d\u2019autorisation de ratification.<br>Mais cette session s\u2019est termin\u00e9e sur une note troublante exacerb\u00e9e par l\u2019agression barbare \u00e0 l\u2019Est par des rebelles du 23 Mars (M23), soutenus par le Rwanda.<\/p>\n\n\n\n<p>En d\u00e9pit des appels, des messages de paix&nbsp; lanc\u00e9s par le gouvernement et&nbsp; par le S\u00e9nat, les multiples votes de la loi d\u2019autorisation de l\u2019\u00e9tat de si\u00e8ge d\u00e9cr\u00e9t\u00e9 au Nord-Kivu et en Ituri, en mai 2021 par le Chef de l\u2019\u00c9tat, le pays fait toujours face \u00e0 l\u2019agresseur.<\/p>\n\n\n\n<p>Diff\u00e9rentes r\u00e9solutions de l\u2019UA et de la Communaut\u00e9 de l\u2019Afrique de l\u2019Est (EAC)&nbsp;; les rencontres de Luanda, de Nairobi et de New-York&nbsp;; la pr\u00e9sence de la Monusco (20 ans sur le terrain)&nbsp;; la visite r\u00e9cente d\u2019une d\u00e9l\u00e9gation des membres du Conseil de s\u00e9curit\u00e9 de l\u2019ONU, tout cela n\u2019a&nbsp; &nbsp;pas r\u00e9ussi \u00e0 fl\u00e9chir la r\u00e9bellion et les groupes arm\u00e9s, responsables des massacres&nbsp; dans l\u2019Est.<\/p>\n\n\n\n<p><strong>Par Kevin
