{"id":32657,"date":"2023-03-25T14:48:28","date_gmt":"2023-03-25T13:48:28","guid":{"rendered":"https:\/\/congopubonline.com\/?p=32657"},"modified":"2023-03-25T14:48:32","modified_gmt":"2023-03-25T13:48:32","slug":"contrats-chinois-43-infrastructures-realisees-en-rdc-selon-le-cahier-de-charge-sicomines","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=32657","title":{"rendered":"Contrats chinois : 43 infrastructures r\u00e9alis\u00e9es en RDC, selon le cahier de charge (SICOMINES)"},"content":{"rendered":"\n<p><strong>La partie chinoise, repr\u00e9sent\u00e9e par la SICOMINES et l\u2019ambassadeur de Chine, dans le cadre du contrat minier Chine-RDC, a rapport\u00e9, vendredi 24 mars, avoir r\u00e9alis\u00e9 43 infrastructures en RDC, selon le cahier de charge.<\/strong><\/p>\n\n\n\n<p>Elle a fait cette mise au point lors d\u2019une conf\u00e9rence de presse \u00e0 la r\u00e9sidence de l\u2019ambassadeur de Chine en poste \u00e0 Kinshasa.<\/p>\n\n\n\n<p>Selon la secr\u00e9taire du conseil d\u2019administration de la SICOMINES, Diao Yings, les infrastructures list\u00e9es dans l\u2019annexe de la convention de 2008, dont la trentaine d\u2019h\u00f4pitaux, les 3 000 km des chemins de fer, la r\u00e9habilitation des a\u00e9roports de Kavumu et de Goma n\u2019\u00e9tait qu\u2019un chapelet d\u2019intentions.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u00ab\u00a0Les projets pr\u00e9sent\u00e9s par le gouvernement congolais ult\u00e9rieurement ne sont pas forc\u00e9ment des projets dans cette liste, qui est en tant que tel une liste \u00e0 titre indicatif. Donc, les projets r\u00e9alis\u00e9s par la SICOMINES ne sont pas forc\u00e9ment des projets dans cette liste\u00a0\u00bb, a-t-elle indiqu\u00e9.<\/p>\n<\/blockquote>\n\n\n\n<p>La SICOMINES et les parties prenantes se disent ouvertes au dialogue pour trouver des solutions d\u2019optimisation du contrat minier entre la RDC et les entreprises chinoises.&nbsp;<\/p>\n\n\n\n<p>Pour la partie chinoise, il est normal qu\u2019il y ait des contentieux mais qui doivent se r\u00e9gler via des solutions amicales pour l\u2019int\u00e9r\u00eat des deux parties.<\/p>\n\n\n\n<p>Elle d\u00e9plore cependant toute la campagne m\u00e9diatique sur cette affaire qui, selon elle, ne profite pas aux parties.<\/p>\n\n\n\n<p>La SICOMINES estime que l\u2019Agence congolaise des grands travaux (ACGT) devra r\u00e9pondre \u00e0 la question de la surfacturation des travaux.<\/p>\n\n\n\n<p>Pour sa part, l\u2019ambassadeur chinois en poste en RDC, Zhu Jing, a estim\u00e9 que ce contrat n\u2019est pas gagnant-perdant comme l\u2019atteste l\u2019Inspection g\u00e9n\u00e9rale des finances (IGF) mais plut\u00f4t gagnant-gagnant au regard des donn\u00e9es dont dispose la partie chinoise.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u00ab\u00a0Les entreprises chinoises n\u2019ont pas le droit de dire tel ou tel projet d\u2019infrastructures sera r\u00e9alis\u00e9\u2026 Tous les projets d\u2019infrastructures sont d\u00e9cid\u00e9s et propos\u00e9s par le gouvernement congolais.
