{"id":39382,"date":"2023-06-09T23:58:13","date_gmt":"2023-06-09T21:58:13","guid":{"rendered":"https:\/\/congopubonline.com\/?p=39382"},"modified":"2023-06-10T00:10:49","modified_gmt":"2023-06-09T22:10:49","slug":"lassemblee-nationale-vote-le-projet-de-loi-portant-modification-des-finances-publiques","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=39382","title":{"rendered":"L\u2019Assembl\u00e9e nationale vote le projet de loi portant modification des finances publiques"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">L\u2019Assembl\u00e9e nationale a vot\u00e9, jeudi 8 juin, \u00e0 l&rsquo;unanimit\u00e9, le projet de loi portant modification de la loi de 2011, relatif aux finances publiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans son \u00e9conomie, le ministre du Budget, Aim\u00e9 Boji, a soulign\u00e9 que la loi de 2011 consacre une gestion budg\u00e9taire ax\u00e9e sur les r\u00e9sultats, notamment \u00e0 travers l\u2019instauration des budgets-programmes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mais depuis sa promulgation, la RDC demeure toujours dans le mode de gestion budg\u00e9taire ax\u00e9 sur les moyens, en d\u00e9pit de l\u2019expiration du premier moratoire fix\u00e9 en 2019, a pr\u00e9cis\u00e9 Aime Boji.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le basculement au budget-programme permettra \u00e0 la RDC d\u2019avoir un mode de gestion par lequel l\u2019allocation de cr\u00e9dit budg\u00e9taire sera d\u00e9sormais op\u00e9r\u00e9e au profit d\u2019actions \u00e0 mener et non plus aux institutions, comme c\u2019est le cas actuellement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette mode de gestion qui devrait entrer en vigueur en janvier 2024 est repouss\u00e9e en 2029, explique le ministre du Budget&nbsp;:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab&nbsp;les modifications apport\u00e9es par ce projet de loi \u00e9tablissent une d\u00e9marcation nette entre les cr\u00e9dits mis \u00e0 la disposition des entit\u00e9s pr\u00e9sent\u00e9s en programme et soumis \u00e0 la mesure de la performance&nbsp; et ceux des institutions constitutionnelles regroup\u00e9s dans des dotations et ne faisant pas l\u2019objet d\u2019\u00e9valuation&nbsp;\u00bb.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">C\u2019est pour la deuxi\u00e8me fois que le gouvernement sollicite cette prorogation, souligne le d\u00e9put\u00e9 Pierre Kangudia, ancien ministre du Budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pierre Kakundia d\u00e9plore qu\u2019il n\u2019y ait pas vraiment eu un d\u00e9bat technique dans le processus de vote de cette loi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce qui, selon lui, n\u2019a pas permis \u00e0 plusieurs d\u00e9put\u00e9s de mieux cerner la probl\u00e9matique \u00e9voqu\u00e9e dans la r\u00e9vision de ce texte.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Radio Okapi via  CONGO PUB Online <\/strong><\/p>\n<div class='epvc-post-count'><span class='epvc-eye'><\/span>  <span class=\"epvc-count\"> 257<\/span><span class='epvc-label'> Vues<\/span><\/div>","protected":false},"excerpt":{"rendered":"<p>L\u2019Assembl\u00e9e nationale a vot\u00e9, jeudi 8 juin, \u00e0 l&rsquo;unanimit\u00e9, le projet de loi portant modification de la loi de 2011, relatif aux finances publiques.
