C\u2019est ce que renseigne un communiqu\u00e9 du Ministre congolais des Finances, Nicolas Kazadi, dat\u00e9 du 14 juin 2023.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab Le minist\u00e8re des Finances a proc\u00e9d\u00e9, le 13 juin 2023, \u00e0 l\u2019\u00e9mission d\u2019Obligations du Tr\u00e9sor au profit de la Banque Centrale du Congo d\u2019une maturit\u00e9 de 5 ans \u00bb, renseigne ce document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Quant au remboursement, le ou les soumissionnaire (s) obtiendra (obtiendront) la totalit\u00e9 du montant mis en adjudication en date du 13 juin 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Par ailleurs, le minist\u00e8re des Finances n\u2019a pas pr\u00e9cis\u00e9 le nombre de souscripteurs ayant particip\u00e9 \u00e0 cette op\u00e9ration financi\u00e8re au profit de la Banque Centrale du Congo (BCC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Une Obligation du Tr\u00e9sor index\u00e9e est un titre de cr\u00e9ance remboursable \u00e0 moyen ou long terme (dur\u00e9e sup\u00e9rieure ou \u00e9gale \u00e0 3 ans) \u00e9mis par le Tr\u00e9sor public d\u2019un \u00c9tat, soit par voie de syndication (accessible via un groupement d\u2019\u00e9tablissements financiers) soit par voie d\u2019adjudication (ench\u00e8res).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toutefois, l\u2019\u00e9mission des Obligations du Tr\u00e9sor au profit de la Banque Centrale du Congo (BCC) signifie que le Tr\u00e9sor public doit de l\u2019argent \u00e0 la BCC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A cet effet, le Gouvernement \u00e9met des Obligations du Tr\u00e9sor (instruments financiers) pour payer ses dettes vis-\u00e0-vis de la Banque Centrale du Congo \u00e0 un taux d\u2019int\u00e9r\u00eat donn\u00e9 et pour une p\u00e9riode d\u00e9termin\u00e9e.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apr\u00e8s que le Gouvernement a \u00e9mis les Obligations du Tr\u00e9sor au profit de la Banque Centrale du Congo (BCC), expliquent certains experts, la BCC peut aussi titriser ses cr\u00e9ances (ce qui lui est d\u00fb).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La titrisation va donc consister \u00e0 vendre ce que le Tr\u00e9sor public lui doit en petits titres \u00e0 des particuliers ou des entreprises pour sortir cette dette de son bilan, notamment dans le cadre d\u2019un \u00e9ventuel
