{"id":45002,"date":"2023-08-07T02:27:11","date_gmt":"2023-08-07T00:27:11","guid":{"rendered":"https:\/\/congopubonline.com\/?p=45002"},"modified":"2023-08-07T02:27:46","modified_gmt":"2023-08-07T00:27:46","slug":"le-professeur-gaston-kalambay-lumpungu-tire-sa-reverence","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=45002","title":{"rendered":"Le Professeur Gaston Kalambay Lumpungu tire sa r\u00e9v\u00e9rence"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Le monde scientifique congolais, en g\u00e9n\u00e9ral et l\u2019universit\u00e9 de Kinshasa, en particulier, vient de perdre l\u2019une de plus grandes figures de l\u2019histoire de l\u2019\u00e9ducation nationale congolaise en la personne du Professeur Em\u00e9rite Gaston Kalambay Lumpungu, le vendredi 5 juillet \u00e0 Kinshasa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enseignant \u00e0 l\u2019universit\u00e9 de Kinshasa avant d\u2019autres et auteur de plusieurs publications dont le r\u00e9gime du droit foncier et immobili\u00e8re, plusieurs textes l\u00e9gaux et les ouvrages comme Droit Civil, r\u00e9gime Foncier et immobilier, Tome II, Kinshasa, 1989, 331p, Droit de l\u2019environnement, il restera une r\u00e9f\u00e9rence dans la r\u00e9volution du domaine foncier, immobilier et environnemental congolais.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/sphynxrdc.com\/wp-content\/uploads\/2023\/08\/IMG_20230315_102651_370-768x337-1.jpg\" alt=\"\" class=\"wp-image-44851\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Parmi les textes l\u00e9gaux qu\u2019il a initi\u00e9 l\u2019on peut citer :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La constitution du 18 F\u00e9vrier 2006 telle que r\u00e9serv\u00e9 le 20 Janvier 2011 in J.O de la R\u00e9publique D\u00e9mocratique du Congo, num\u00e9ro sp\u00e9cial, 18 F\u00e9vrier 2011.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Loi N\u00b0 82-020 du 31 mars 1982 portant code d\u2019organisation et de la comp\u00e9tence judiciaire in, journal Officiel de la R\u00e9publique D\u00e9mocratique du Congo Num\u00e9ro sp\u00e9ciale du 20 Juin 2006.<br>Loi N\u00b0 73-021 du 20 Juillet 1973 portant r\u00e9gime g\u00e9n\u00e9ral des biens r\u00e9gimes fonciers et immobilier et r\u00e9gime des suret\u00e9s, telle que modifi\u00e9e et compl\u00e9t\u00e9e par la loi N\u00b0 80-008 du 17 Ao\u00fbt 1980, In J.O de la r\u00e9publique D\u00e9mocratique du Congo n\u00b0 sp\u00e9cial 1<sup>er<\/sup>&nbsp;D\u00e9cembre 2004.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Un grand ma\u00eetre<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/sphynxrdc.com\/wp-content\/uploads\/2023\/08\/IMG_20230315_102508_596-768x337-1.jpg\" alt=\"\" class=\"wp-image-44850\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Son dernier texte l\u00e9gal restera celui pr\u00e9sent\u00e9 le 15 mars de cette ann\u00e9e par les experts de la cellule technique des projets de d\u00e9veloppement (CTPDU) sur l\u2019avant-projet de loi portant code de l\u2019Urbanisme et de construction au patron des villes et Ministre d\u2019Etat \u00e0 l\u2019Urbanisme et Habitat Pius Muabilu Mbayu Mukala, dont il fut le pr\u00e9sident.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce document r\u00e9alis\u00e9 66 ans apr\u00e8s la loi qui r\u00e9gissait ce secteur, soit 60 ans apr\u00e8s l\u2019ind\u00e9pendance de la R\u00e9publique d\u00e9mocratique du Congo, signe, ainsi, la fin de la r\u00e9cr\u00e9ation et de l\u2019anarchie observ\u00e9e dans ce secteur o\u00f9 souvent des inciviques foulent au pied la r\u00e8glementation \u00e9tablie par l\u2019\u00e9tat propri\u00e9taire du sol.
