C\u2019\u00e9tait au cours de la pl\u00e9ni\u00e8re tenue, mercredi 27 septembre 2023, au palais du peuple \u00e0 Kinshasa, en RD-Congo.<\/strong><\/p>\n\n\n\n<p>Au total, 355 d\u00e9put\u00e9s nationaux ont adopt\u00e9 ce projet de loi sur les 360 pr\u00e9sents \u00e0 la pl\u00e9ni\u00e8re.<\/p>\n\n\n\n<p>Pr\u00e9sentant l\u2019\u00e9conomie g\u00e9n\u00e9rale de ce texte, le ministre des Finances, Nicolas Kazadi, a fait savoir que les recettes du budget g\u00e9n\u00e9ral de l\u2019exercice 2022 s\u2019\u00e9l\u00e8vent \u00e0 plus de 23 mille milliards de francs congolais, tandis que les d\u00e9penses effectu\u00e9es sont \u00e0 la hauteur de 27 mille milliards FC.<\/p>\n\n\n\n<p>Cependant, l\u2019on note un d\u00e9s\u00e9quilibre dans l\u2019ex\u00e9cution du budget et une surconsommation dans certaines institutions et minist\u00e8res.<\/p>\n\n\n\n<p>La situation de d\u00e9passement des cr\u00e9dits concerne essentiellement les d\u00e9penses de fonctionnement. \u00c0 ce sujet, 7 institutions et 22 minist\u00e8res accusent des taux d\u2019ex\u00e9cution au-del\u00e0 de 100%. Il s\u2019agit notamment de la Pr\u00e9sidence qui a 190%, la Primature 132%, l\u2019Assembl\u00e9e nationale145%, le S\u00e9nat 184%, le Secr\u00e9tariat g\u00e9n\u00e9ral du gouvernement 257%, la CENI 145% et la Cour des comptes 126%.<\/p>\n\n\n\n<p>Apr\u00e8s le d\u00e9bat g\u00e9n\u00e9ral, le projet de loi portant reddition des comptes de l\u2019exercice 2022 a \u00e9t\u00e9 d\u00e9clar\u00e9 recevable et envoy\u00e9e \u00e0 la Commission ECOFIN pour toilettage.
