{"id":58201,"date":"2024-02-06T23:21:29","date_gmt":"2024-02-06T22:21:29","guid":{"rendered":"https:\/\/congopubonline.com\/?p=58201"},"modified":"2024-02-06T23:22:35","modified_gmt":"2024-02-06T22:22:35","slug":"guerre-au-nord-kivu-face-a-jean-pierre-lacroix-la-societe-civile-deplore-le-silence-de-la-communaute-internationale","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=58201","title":{"rendered":"Guerre au Nord-Kivu : face \u00e0 Jean-Pierre Lacroix, la soci\u00e9t\u00e9 civile d\u00e9plore \u00ab le silence de la communaut\u00e9 internationale \u00bb"},"content":{"rendered":"\n<p><strong>Guerre au Nord-Kivu : face \u00e0 Jean-Pierre Lacroix, la soci\u00e9t\u00e9 civile d\u00e9plore \u00ab le silence de la communaut\u00e9 internationale \u00bb\u00a0<br>Les acteurs de la soci\u00e9t\u00e9 civile du Nord-Kivu ont fait part, lundi 5 f\u00e9vrier, au Secr\u00e9taire g\u00e9n\u00e9ral adjoint des Nations unies en charge des op\u00e9rations de maintien de la paix, Jean-Pierre Lacroix, de leur d\u00e9sarroi face \u00e0 ce qu\u2019ils qualifient de mutisme et laxisme de la communaut\u00e9 internationale face aux tueries, la guerre qui endeuille les populations de l\u2019Est de la Rdc et l\u2019impunit\u00e9 totale pour le pays agresseur, le Rwanda.<\/strong><\/p>\n\n\n\n<p><br>Ces acteurs sociaux ont \u00e9chang\u00e9 avec cette autorit\u00e9 onusienne, lundi, \u00e0 Goma.\u00a0<br>Le pr\u00e9sident de la soci\u00e9t\u00e9 civile du Nord-Kivu, John Banyene, a soulign\u00e9, non sans pincement au c\u0153ur, que la soci\u00e9t\u00e9 civile est exasp\u00e9r\u00e9e de voir l\u2019indulgence dont jouit le Rwanda, bien que qu\u2019il y ait plusieurs rapports des experts onusiens qui ont d\u00e9sign\u00e9 nomm\u00e9ment ce pays frontalier comme agresseur de la RDC.<br>\u00ab Il y a peu, les Nations unies ont demand\u00e9 au Rwanda de retirer ses troupes en RDC mais cela n\u2019a jamais \u00e9t\u00e9 fait \u00bb, regrette-t-il, avant d\u2019ajouter : \u00ab Nous, en tant que paysans, nous disons que cette guerre dont nous sommes victimes, est une guerre de complicit\u00e9 ; nous disons que le Rwanda doit \u00eatre soutenu quelque part \u00bb.\u00a0<br>R\u00e9agissant \u00e0 ce cri de d\u00e9tresse de la soci\u00e9t\u00e9 civile, le chef des op\u00e9rations de maintien de la paix des Nations unies, Jean-Pierre La Croix, a mis en exergue la r\u00e9solution de cette crise par les m\u00e9canismes r\u00e9gionaux.\u00a0\u00a0<\/p>\n\n\n\n<p>\u00ab Il y a beaucoup d\u2019acteurs qui travaillent, qui s\u2019engagent pour faire pr\u00e9valoir la paix dans la r\u00e9gion des Grands lacs. Nous sommes en contact avec ces pays. Vous connaissez le processus de Luanda avec \u00e0 l\u2019initiative l\u2019Angola, vous connaissez le processus de Nairobi visant le d\u00e9sarmement des groupes arm\u00e9s. Les Nations unies, en commen\u00e7ant par le Secr\u00e9tariat g\u00e9n\u00e9ral, ne sont pas ceux qui d\u00e9cident des sanctions. Ce sont des Etats membres. C\u2019est une question \u00e0 adresser aux Etats \u00bb, a-t-il expliqu\u00e9.\u00a0<br>Au cours de son s\u00e9jour \u00e0 Goma, le num\u00e9ro 2 de l\u2019ONU a aussi rencontr\u00e9 le gouverneur de province. Ils ont pass\u00e9 en revue la question relative \u00e0 la coop\u00e9ration entre la MONUSCO et les autorit\u00e9s congolaises en cette p\u00e9riode de transition de la
