{"id":61852,"date":"2024-03-26T15:06:43","date_gmt":"2024-03-26T14:06:43","guid":{"rendered":"https:\/\/congopubonline.com\/?p=61852"},"modified":"2024-03-26T15:09:41","modified_gmt":"2024-03-26T14:09:41","slug":"le-togo-adopte-une-nouvelle-constitution-pour-un-regime-parlementaire","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=61852","title":{"rendered":"Le Togo adopte une nouvelle Constitution pour un r\u00e9gime parlementaire"},"content":{"rendered":"\n<p><strong>Les d\u00e9put\u00e9s togolais ont adopt\u00e9, lundi, une nouvelle Constitution qui \u00e9tablit un r\u00e9gime parlementaire dans le pays.<\/strong><\/p>\n\n\n\n<p>Le nouveau texte indique que le pr\u00e9sident de la R\u00e9publique togolaise sera d\u00e9sormais choisi \u00ab\u00a0sans d\u00e9bat\u00a0\u00bb par le Parlement r\u00e9uni en congr\u00e8s \u00a0\u00bb et pour un mandat unique de six ans\u00a0\u00bb.<\/p>\n\n\n\n<p>Jusqu&rsquo;\u00e0 pr\u00e9sent, le pr\u00e9sident du Togo \u00e9tait \u00e9lu au suffrage direct pour un mandat de cinq ans, renouvelable une fois.<\/p>\n\n\n\n<p>Le texte avait \u00e9t\u00e9 propos\u00e9 par le parti au pouvoir, l&rsquo;Union pour la R\u00e9publique, majoritaire au parlement. Ils ont adopt\u00e9 la nouvelle l\u00e9gislation presqu&rsquo;\u00e0 unanimit\u00e9 89 voix contre une seule abstention. Il faut noter que l&rsquo;opposition n&rsquo;est pas repr\u00e9sent\u00e9e dans cet h\u00e9micycle. Ces derniers avaient boycott\u00e9 les l\u00e9gislatives de 2018.<\/p>\n\n\n\n<p>Le Togo entre ainsi dans sa 5\u00e8me R\u00e9publique avec un nouveau poste introduit par la nouvelle constitution. Celui de \u00ab\u00a0Pr\u00e9sident du Conseil des ministres\u00a0\u00bb avec la \u00ab\u00a0pleine autorit\u00e9 et le pouvoir de g\u00e9rer les affaires du gouvernement et d&rsquo;\u00eatre tenu responsable, en cons\u00e9quence\u00a0\u00bb.<\/p>\n\n\n\n<p>Une fois ce texte entr\u00e9 en vigueur, \u00ab\u00a0le chef de l&rsquo;\u00c9tat est pratiquement d\u00e9sinvesti de ses pouvoirs en faveur du pr\u00e9sident du Conseil des ministres, qui devient celui qui repr\u00e9sente la R\u00e9publique togolaise \u00e0 l&rsquo;ext\u00e9rieur, qui dirige effectivement le pays dans la gestion quotidienne\u00a0\u00bb, a indiqu\u00e9 Tchitchao Tchalim, pr\u00e9sident de la commission des lois constitutionnelles, de la l\u00e9gislation et de l&rsquo;administration g\u00e9n\u00e9rale \u00e0 l&rsquo;Assembl\u00e9e nationale.<\/p>\n\n\n\n<p>Reste donc plus qu&rsquo;un poste honorifique au pr\u00e9sident la r\u00e9publique, garant de l&rsquo;unit\u00e9 nationale. <\/p>\n\n\n\n<p><strong>ACTU 30 via CONGO PUB Online <\/strong><\/p>\n<div class='epvc-post-count'><span class='epvc-eye'><\/span>  <span class=\"epvc-count\"> 202<\/span><span class='epvc-label'> Vues<\/span><\/div>","protected":false},"excerpt":{"rendered":"<p>Les d\u00e9put\u00e9s togolais ont adopt\u00e9, lundi, une nouvelle Constitution qui \u00e9tablit un r\u00e9gime parlementaire dans le pays.
