Cette fois-ci, celui qui se pr\u00e9sente comme \u00ab&nbsp;chef de file de l\u2019opposition R\u00e9publicaine&nbsp;\u00bb vise \u00e0 criminaliser l\u2019homosexualit\u00e9 et les pratiques apparent\u00e9es. Elle pr\u00e9voit, dans sa proposition, une peine allant de cinq (5) \u00e0 dix (10) ans de servitude pour quiconque aura commis un acte homosexuel. Les faits et gestes assimil\u00e9s \u00e0 l\u2019homosexualit\u00e9 seront punis de la m\u00eame peine que l\u2019acte consomm\u00e9.<\/p>\n\n\n\n<p>\u00ab\u00a0(\u2026) Il se constate de plus en plus une mont\u00e9e des pratiques de d\u00e9viation et d\u00e9sastreuses de nos m\u0153urs consistant \u00e0 imposer et encourager l\u2019homosexualit\u00e9 dans les milieux socio-professionnels, sportifs, religieux et culture d\u2019une part, et d\u2019autre part, \u00e0 faire l\u2019apologie de l\u2019homosexualit\u00e9 sous l\u2019\u00e9gide du combat pour le genre. Ces actes sont tous \u00e0 proscrire en R\u00e9publique D\u00e9mocratique du Congo au nom de notre souverainet\u00e9 culturelle\u00a0\u00bb, \u00e9crit le d\u00e9put\u00e9 Constant Mutamba dans l\u2019expos\u00e9 de motif de sa proposition compl\u00e9tant le code p\u00e9nal congolais.<\/p>\n\n\n\n<p>Reste \u00e0 savoir si cette proposition de loi sera examin\u00e9e par les d\u00e9put\u00e9s nationaux de RDC. En Ouganda voisin, une telle loi est en application. Elle a soulev\u00e9 une vague de protestation dans les capitales occidentales. Une d\u00e9put\u00e9e membre de la majorit\u00e9 ougandaise s\u2019est vue r\u00e9cemment refuser le visa d\u2019entrer aux \u00c9tats-Unis \u00e0 cause de cette loi. Des sanctions \u00e9conomiques ont \u00e9t\u00e9 prises contre Kampala \u00e0 cause de cette loi. Kinshasa est-elle pr\u00eate \u00e0 courir le risque ?
