Au Proche-Orient, le Hamas a donn\u00e9 sa r\u00e9ponse aux \u00c9tats-Unis au sujet de l\u2019accord de tr\u00eave avec Isra\u00ebl. Washington l\u2019examine. L’\u00c9tat\u00a0h\u00e9breu reste silencieux alors que la presse isra\u00e9lienne affirme que le Hamas a rejet\u00e9 le plan. Le mouvement islamiste palestinien pr\u00e9cise que sa r\u00e9ponse est \u00ab\u00a0responsable, s\u00e9rieuse et positive<\/em>\u00a0\u00bb et qu’elle \u00ab\u00a0ouvre la voie \u00e0 un accord<\/em>\u00a0\u00bb.\u00a0<\/p>\n\n\n\n

La confusion est totale. Les positions des principaux acteurs engag\u00e9s dans ces n\u00e9gociations pour un cessez-le-feu \u00e0 Gaza<\/strong><\/a> et la lib\u00e9ration des otages isra\u00e9liens restent en effet ambigu\u00ebs. Alors qu’Antony Blinken effectue ce 12 juin une nouvelle tourn\u00e9e au Moyen-Orient, le Hamas dit que sa r\u00e9ponse est positive, mais ce n\u2019est pas un oui cat\u00e9gorique et d\u00e9finitif.<\/p>\n\n\n\n

Le groupe arm\u00e9 palestinien aurait apport\u00e9 des amendements \u00e0 la proposition initiale, rapporte notre correspondant \u00e0 J\u00e9rusalem<\/a><\/strong>, Sami Boukhelifa<\/strong>. Le Hamas a appel\u00e9 \u00e0 un \u00ab arr\u00eat total de l’agression<\/em> \u00bb isra\u00e9lienne \u00e0 Gaza et propos\u00e9 \u00ab notamment un calendrier pour un cessez-le-feu permanent et le retrait total des troupes isra\u00e9liennes de la bande de Gaza <\/em>\u00bb, selon une source au fait des discussions.<\/p>\n\n\n\n

Parmi les demandes du Hamas, \u00ab certains changements sont r\u00e9alisables, d’autres ne le sont pas<\/em> \u00bb, a dit M. Blinken. \u00ab Voici, en r\u00e9sum\u00e9, o\u00f9 nous en sommes : il y avait sur la table un accord qui \u00e9tait presque identique \u00e0 ce que le Hamas avait d\u00e9fendu le 6 mai. Un accord soutenu par le monde entier, un accord accept\u00e9 par Isra\u00ebl, et auquel le Hamas aurait pu r\u00e9pondre d\u2019un seul mot : \u00ab\u00a0Oui\u00a0\u00bb. Au lieu de \u00e7a, il a attendu presque deux semaines et a propos\u00e9 davantage de changements, dont certains vont au-del\u00e0 des positions qu\u2019il avait prises et accept\u00e9es<\/em> \u00bb, a tanc\u00e9 Blinken. \u00ab Je pense que ce foss\u00e9 peut \u00eatre combl\u00e9<\/em> \u00bb, a toutefois indiqu\u00e9 le responsable am\u00e9ricain, avant d’ajouter: \u00ab cela ne veut pas dire qu’il sera combl\u00e9 car, en fin de compte, c’est le Hamas qui devra d\u00e9cider<\/em> \u00bb. <\/p>\n\n\n\n

 Le plan pr\u00e9sent\u00e9 par M. Biden \u00e9voque une lib\u00e9ration des otages d\u00e9tenus \u00e0Gaza<\/a><\/strong>, un cessez-le-feu, une augmentation de l’aide humanitaire et la reconstruction de Gaza.<\/p>\n\n\n\n

Les \u00c9tats-Unis<\/strong> <\/a>se sont \u00e9rig\u00e9s en porte-parole du gouvernement de l\u2019\u00c9tat h\u00e9breu. La Maison-Blanche tente ainsi de convaincre que le plan actuellement n\u00e9goci\u00e9 est un plan isra\u00e9lien. Une posture qui vise \u00e0 mettre les dirigeants isra\u00e9liens \u00e0 l\u2019abri des critiques tout en faisant porter la responsabilit\u00e9 d\u2019un \u00e9chec au Hamas.<\/p>\n\n\n\n

Une posture qui ne fait pas l’unanimit\u00e9 en Isra\u00ebl<\/strong><\/a>. Le pouvoir refuse d\u2019endosser ce plan dont la paternit\u00e9 lui est attribu\u00e9e par Washington. Le Premier ministre isra\u00e9lien, Benyamin Netanyahu, ne cesse en effet de r\u00e9p\u00e9ter que la guerre \u00e0 Gaza doit se poursuivre. Isra\u00ebl n’a encore jamais formellement accept\u00e9 l’accord, le gouvernement estimant \u00ab incomplet <\/em>\u00bb le plan pr\u00e9sent\u00e9 par M. Biden. Et le Premier ministre Netanyahu r\u00e9p\u00e8te que ses conditions pour un cessez-le-feu permanent sont \u00ab la destruction des capacit\u00e9s militaires et de gouvernement du Hamas<\/em> \u00bb et la lib\u00e9ration \u00ab de tous les otages<\/em> \u00bb.<\/p>\n\n\n\n

Une source diplomatique explique : \u00ab Washington n\u2019a aucun plan pour le jour d\u2019apr\u00e8s et refuse toutes les initiatives qui lui sont pr\u00e9sent\u00e9es par les partenaires arabes pour mettre un terme \u00e0 la guerre \u00e0 Gaza. Les Am\u00e9ricains ont peur des r\u00e9percussions que peuvent avoir leurs d\u00e9cisions en cette ann\u00e9e d’\u00e9lection pr\u00e9sidentielle. Leur politique \u00e9trang\u00e8re est ainsi dict\u00e9e par des consid\u00e9rations \u00e9lectorales nationales<\/em> \u00bb.<\/p>\n\n\n\n

Ces derni\u00e8res semaines, de nombreux chefs d’\u00c9tat et institutions internationales, comme lundi le Conseil de s\u00e9curit\u00e9 de l’ONU, ont exhort\u00e9 les bellig\u00e9rants \u00e0 s’entendre apr\u00e8s plus de huit mois d’une guerre ayant d\u00e9vast\u00e9 la bande de Gaza et \u00e9branl\u00e9 l’id\u00e9e que les Isra\u00e9liens se faisaient de leur s\u00e9curit\u00e9.<\/p>\n\n\n\n
