{"id":69185,"date":"2024-07-18T13:15:43","date_gmt":"2024-07-18T11:15:43","guid":{"rendered":"https:\/\/congopubonline.com\/?p=69185"},"modified":"2024-07-18T13:17:05","modified_gmt":"2024-07-18T11:17:05","slug":"rdc-au-t3-2024-letat-prevoit-de-lever-190-milliards-de-cdf-sur-le-marche-financier-local-des-oti","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=69185","title":{"rendered":"RDC : au T3-2024, l\u2019\u00c9tat pr\u00e9voit de lever 190 milliards de CDF sur le march\u00e9 financier local des OTI"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Le calendrier indicatif des \u00e9missions des Bons du Tr\u00e9sor index\u00e9s et Obligations du Tr\u00e9sor index\u00e9es, \u00e9labor\u00e9 par le minist\u00e8re des Finances de la R\u00e9publique D\u00e9mocratique du Congo (RDC), pr\u00e9voit de mobiliser 190 milliards de Francs congolais (CDF), soit 66,9 millions de dollars sur le march\u00e9 financier local au troisi\u00e8me trimestre de l\u2019ann\u00e9e en cours.<\/h3>\n\n\n\n<p>D\u2019apr\u00e8s ce document, le minist\u00e8re des Finances va convoquer au cours de la p\u00e9riode indiqu\u00e9e trois s\u00e9ances d\u2019adjudication en raison d\u2019une adjudication par mois.<\/p>\n\n\n\n<p>Pour ce mois de juillet courant, le Gouvernement congolais a proc\u00e9d\u00e9 le mardi 16 juillet 2024 \u00e0 une adjudication des Obligations du Tr\u00e9sor index\u00e9es d\u2019une maturit\u00e9 de 1 an et 6 mois, d\u2019un<br>import de 40,0 milliards de Francs congolais (CDF), avec un taux d\u2019int\u00e9r\u00eat de 25,0 % l\u2019an.<\/p>\n\n\n\n<p>Le mois d\u2019ao\u00fbt et le mois de septembre seront d\u00e9cisifs pour atteindre ces pr\u00e9visions du Gouvernement.<\/p>\n\n\n\n<p>En 2024, le Gouvernement vise \u00e0 mobiliser 881,4 milliards de Francs congolais (340 millions USD) gr\u00e2ce \u00e0 l\u2019\u00e9mission d\u2019Obligations du Tr\u00e9sor index\u00e9es.<\/p>\n\n\n\n<p>Les Bons du Tr\u00e9sor et Obligations du Tr\u00e9sor ne sont pas des recettes en tant que telles, mais plut\u00f4t des instruments de financement utilis\u00e9s par le Gouvernement de la R\u00e9publique D\u00e9mocratique du Congo (RDC) pour lever des fonds.<\/p>\n\n\n\n<p>Les Bons du Tr\u00e9sor sont des titres de cr\u00e9ance \u00e0 court terme \u00e9mis par le Tr\u00e9sor public pour se financer. Ils permettent de combler temporairement un d\u00e9ficit de tr\u00e9sorerie. Les Obligations du Tr\u00e9sor sont, quant \u00e0 elles, des titres de cr\u00e9ance \u00e0 moyen ou long terme \u00e9mis pour lever des fonds sur les march\u00e9s financiers.<\/p>\n\n\n\n<p>Donc, les Bons et Obligations du Tr\u00e9sor ne constituent pas des recettes budg\u00e9taires, mais plut\u00f4t un moyen de financement de l\u2019\u00c9tat.<\/p>\n\n\n\n<p>Les recettes budg\u00e9taires de la RDC proviennent principalement des imp\u00f4ts et taxes collect\u00e9s par la Direction G\u00e9n\u00e9rale des Imp\u00f4ts (DGI), des droits et taxes per\u00e7us par la Direction G\u00e9n\u00e9rale des Douanes et Accises (DGDA), ainsi que des recettes non fiscales g\u00e9r\u00e9es par la Direction G\u00e9n\u00e9rale des Recettes Administratives, Domaniales, Judiciaires et de Participation
