Alexis Gisaro a \u00e9voqu\u00e9 le sous-financement et le sous-\u00e9quipement, mais aussi le vieillissement des engins qui sont \u00e0 la base de manque d\u2019infrastructures routi\u00e8res.<\/strong><\/p>\n\n\n\n<p>\u00ab&nbsp;<em>Il y a en premier lieu un d\u00e9ficit de ressources, qui se caract\u00e9rise par le sous-financement du secteur routier, ainsi que par le sous-\u00e9quipement et le vieillissement des engins des travaux existants<\/em>&nbsp;\u00bb, a r\u00e9v\u00e9l\u00e9 ce membre du gouvernement Suminwa.<\/p>\n\n\n\n<p>S\u2019agissant du d\u00e9ficit des ressources, le ministre des ITP a relev\u00e9 trois ratios qui illustrent cette situation, \u00e0 savoir :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>D\u2019accord, le ratio entre le budget vot\u00e9 et le budget sollicit\u00e9. Ce ratio est rest\u00e9 faible, entre 15 et 20%, et renseigne que la loi des finances ne couvre, en g\u00e9n\u00e9ral, qu\u2019au maximum 20% des besoins sollicit\u00e9s par le minist\u00e8re des Infrastructures et travaux publics ;<\/li>\n\n\n\n<li>Le deuxi\u00e8me ratio est celui qui compare le budget consomm\u00e9 au budget vot\u00e9. Partant des cr\u00e9dits budg\u00e9taires consomm\u00e9s, \u00e0 travers la reddition des comptes et les cr\u00e9dits allou\u00e9s par la loi des finances, l\u2019on constate un d\u00e9passement qui varie entre 122% et 176% ;<\/li>\n\n\n\n<li>Le troisi\u00e8me et dernier ratio caract\u00e9ristique que est celui entre budget consomm\u00e9 et le budget sollicit\u00e9, pour la p\u00e9riode allant entre 2020-2023. Ce ratio montre que la consommation des cr\u00e9dits budg\u00e9taires, suivant la reddition des comptes ne se limite qu\u2019entre 21 et 28% des besoins exprim\u00e9s par le minist\u00e8re des ITP, lors de la pr\u00e9paration du budget.<\/li>\n<\/ul>\n\n\n\n<p>Pour r\u00e9soudre ces diff\u00e9rents probl\u00e8mes, Alexis Gisaro a fait savoir qu\u2019un plan quinquennal a \u00e9t\u00e9 \u00e9labor\u00e9 et figure dans le programme d\u2019action du chef de l\u2019\u00c9tat. Ce plan consiste \u00e0 \u00e9tablir la connectivit\u00e9 int\u00e9rieure du pays, en reliant tous les chefs-lieux des provinces par des routes rev\u00eatues et<br>reconnecter le territoire national
