Le repr\u00e9sentant sp\u00e9cial de l\u2019Union europ\u00e9enne pour la r\u00e9gion des Grands Lacs, Johan Borgstam, \u00e9tait en visite \u00e0 Kigali, jeudi 27 f\u00e9vrier. L\u2019envoy\u00e9 sp\u00e9cial de Bruxelles s\u2019est entretenu avec le g\u00e9n\u00e9ral \u00e0 la retraite et actuel ministre d\u2019\u00c9tat \u00e0 la Coop\u00e9ration r\u00e9gionale, James Kabarebe.<\/p>\n\n\n\n

Dans un communiqu\u00e9, le gouvernement rwandais \u00e9voque un \u00e9change \u00ab franc <\/em>\u00bb entre l\u2019ambassadeur Johan Borgstam et James Kabarebe, r\u00e9cemment vis\u00e9 par des sanctions du Tr\u00e9sor am\u00e9ricain. Washington l\u2019accuse d\u2019avoir jou\u00e9 un r\u00f4le cl\u00e9 dans le soutien du Rwanda au groupe arm\u00e9 du M23<\/a><\/strong>.<\/p>\n\n\n\n

Dans ces discussions, Kigali affirme avoir soulev\u00e9 plusieurs points. Parmi eux, le retrait de toutes les forces \u00e9trang\u00e8res stationn\u00e9es \u00e0 sa fronti\u00e8re, la neutralisation des rebelles des FDLR et la r\u00e9solution du conflit impliquant le M23.<\/p>\n\n\n\n

Le Rwanda<\/a><\/strong> plaide depuis plusieurs mois pour un dialogue direct entre les rebelles et Kinshasa. \u00ab Les mesures punitives qui portent atteinte aux droits des pays cibl\u00e9s ne r\u00e9solvent rien <\/em>\u00bb, argue Kigali.<\/p>\n\n\n\n

Opposition aux sanctions<\/h2>\n\n\n\n

Du c\u00f4t\u00e9 de l\u2019Union europ\u00e9enne, aucune communication officielle n\u2019a encore \u00e9t\u00e9 publi\u00e9e sur cette rencontre.<\/p>\n\n\n\n

Cette visite intervient alors que les 27 ont impos\u00e9 lundi 24 f\u00e9vrier une premi\u00e8re s\u00e9rie de sanctions contre le Rwanda. Toutefois, le Luxembourg a exerc\u00e9 son droit de veto mardi sur de nouvelles mesures, en attendant l\u2019\u00e9volution des n\u00e9gociations r\u00e9gionales men\u00e9es par la Communaut\u00e9 d\u2019Afrique de l\u2019Est et la SADC, la communaut\u00e9 de d\u00e9veloppement d\u2019Afrique australe.<\/p>\n\n\n\n
