Ce mercredi 5 mai, Lucy Tamlyn, ambassadrice des \u00c9tats-Unis en R\u00e9publique d\u00e9mocratique du Congo (RDC), a fermement condamn\u00e9 les r\u00e9cents enl\u00e8vements de patients dans les h\u00f4pitaux par le groupe rebelle M23. Dans un message publi\u00e9 sur son compte X (anciennement Twitter), elle a d\u00e9nonc\u00e9 ces actes comme un \u00ab m\u00e9pris pour la paix dans l’est de la RDC \u00bb et un \u00ab m\u00e9pris pour la population de cette r\u00e9gion \u00bb.<\/p>\n\n\n\n

\u00ab Les r\u00e9cents enl\u00e8vements de patients dans les h\u00f4pitaux par le M23 montrent une fois de plus son m\u00e9pris pour la paix dans l’est de la RDC et son m\u00e9pris pour la population de cette r\u00e9gion \u00bb, a d\u00e9clar\u00e9 Lucy Tamlyn. Elle a insist\u00e9 sur le fait qu’il n’existe \u00ab aucune excuse pour ces actes odieux \u00bb et a appel\u00e9 \u00e0 ce que le M23 soit tenu responsable de toutes ses violations des droits humains.<\/p>\n\n\n\n

L’ambassadrice a \u00e9galement rappel\u00e9 les propos du secr\u00e9taire d’\u00c9tat am\u00e9ricain Marco Rubio, qui a clairement indiqu\u00e9 au pr\u00e9sident de la RDC que toutes les parties doivent accepter un cessez-le-feu imm\u00e9diat et respecter la souverainet\u00e9 du pays. \u00ab Les d\u00e9n\u00e9gations du M23 n\u2019ont aucune cr\u00e9dibilit\u00e9, et ce groupe doit \u00eatre tenu responsable de toutes ses violations des droits humains \u00bb, a-t-elle ajout\u00e9.<\/p>\n\n\n\n

Contexte des enl\u00e8vements<\/h3>\n\n\n\n

Ces d\u00e9clarations interviennent dans un contexte marqu\u00e9 par des raids violents men\u00e9s par le M23 dans deux h\u00f4pitaux de Goma, dans l’est de la RDC. Dans la nuit du 28 f\u00e9vrier, les rebelles ont attaqu\u00e9 l’h\u00f4pital CBCA Ndosho et l’h\u00f4pital Heal Africa, enlevant au total 131 patients. Ces derniers, accus\u00e9s d’\u00eatre des militaires de l’arm\u00e9e congolaise ou des membres de la milice pro-gouvernementale Wazalendo, ont \u00e9t\u00e9 emmen\u00e9s vers des lieux tenus secrets, selon le Haut-Commissariat des Nations unies aux droits de l’homme (HCDH).<\/p>\n\n\n\n

Le HCDH a qualifi\u00e9 ces actions de \u00ab profond\u00e9ment affligeantes \u00bb et a exig\u00e9 la lib\u00e9ration imm\u00e9diate des patients, ainsi que leur retour \u00e0 l’h\u00f4pital pour qu’ils puissent poursuivre leur traitement m\u00e9dical. L’organisation a \u00e9galement appel\u00e9 le M23 \u00e0 mettre un terme \u00e0 ces raids arbitraires et abusifs.<\/p>\n\n\n\n

Respect du droit international humanitaire<\/h3>\n\n\n\n

Lucy Tamlyn a soulign\u00e9 l’importance du respect du droit international humanitaire, qui exige que les bless\u00e9s et les malades puissent recevoir les soins m\u00e9dicaux n\u00e9cessaires, et que les h\u00f4pitaux soient prot\u00e9g\u00e9s en toutes circonstances. \u00ab Les h\u00f4pitaux doivent \u00eatre respect\u00e9s et prot\u00e9g\u00e9s, et toute interf\u00e9rence dans leur fonctionnement est inacceptable \u00bb, a-t-elle rappel\u00e9.<\/p>\n\n\n\n

Le HCDH a \u00e9galement r\u00e9it\u00e9r\u00e9 cet imp\u00e9ratif, insistant sur le fait que les parties au conflit doivent s’abstenir de toute action qui compromettrait le fonctionnement des infrastructures m\u00e9dicales.<\/p>\n\n\n\n

Les propos de l’ambassadrice am\u00e9ricaine Lucy Tamlyn refl\u00e8tent l’indignation de la communaut\u00e9 internationale face aux actions du M23, qui continuent de plonger l’est de la RDC dans une crise humanitaire et s\u00e9curitaire. Alors que les appels \u00e0 un cessez-le-feu imm\u00e9diat et au respect de la souverainet\u00e9 de la RDC se multiplient, la pression sur le M23 et ses soutiens pr\u00e9sum\u00e9s s’intensifie. La lib\u00e9ration des patients enlev\u00e9s et la protection des civils restent des priorit\u00e9s absolues pour r\u00e9tablir la paix dans cette r\u00e9gion d\u00e9chir\u00e9e par des ann\u00e9es de conflit.<\/p>\n\n\n\n
