Depuis son retour en R\u00e9publique d\u00e9mocratique du Congo, il n&rsquo;a jamais quitt\u00e9 les arcanes du pouvoir d&rsquo;Etat. Au total, plus d&rsquo;un demi-si\u00e8cle de commandement des hommes et des institutions. Au-del\u00e0 du parcours familial, scolaire, acad\u00e9mique et politique du personnage, c&rsquo;est l&rsquo;histoire de l&rsquo;Etat congolais qui se lit en trame, \u00e0 travers ces M\u00e9moires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00e9 \u00e0 Libenge le 22 mai 1935, L\u00e9on Kengo wa Dondo a suivi ses \u00e9tudes primaires et secondaires \u00e0 Libenge, puis \u00e0 Coquilhatville, au \u00ab Groupe scolaire \u00bb (1941-1958). Recrut\u00e9 commis au parquet de district de L\u00e9opoldville \u00e0 la fin de ses \u00e9tudes secondaires (1958), il se rend \u00e0 Bruxelles pour y effectuer un stage de perfectionnement sur la criminologie (1961).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En 1967, il d\u00e9croche un dipl\u00f4me de doctorat, puis une licence sp\u00e9ciale en droit des espaces, maritime et a\u00e9rien \u00e0 l\u2019Universit\u00e9 libre de Bruxelles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depuis son retour au pays \u2013 o\u00f9 une longue carri\u00e8re au service de l\u2019\u00c9tat devait finalement l\u2019y attendre \u2013 il n\u2019a jamais quitt\u00e9 les arcanes du pouvoir d\u2019\u00c9tat. Tour \u00e0 tour conseiller au coll\u00e8ge juridique et administratif du cabinet du pr\u00e9sident Mobutu (1967-1968), procureur g\u00e9n\u00e9ral pr\u00e8s la Cour d\u2019appel de L\u00e9opoldville (1968), procureur g\u00e9n\u00e9ral de la R\u00e9publique (1968-1979), ambassadeur extraordinaire et pl\u00e9nipotentiaire aupr\u00e8s des trois monarchies constitutionnelles du Benelux (1979-1982), \u00ab Premier commissaire d\u2019\u00c9tat \u00bb (1982-1986), commissaire d\u2019\u00c9tat aux Affaires \u00e9trang\u00e8res et \u00e0 la Coop\u00e9ration internationale (1986-1987),<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Premier pr\u00e9sident de la Cour des comptes (1987-1988), \u00ab Premier commissaire d\u2019\u00c9tat \u00bb (1988-1990), Premier ministre de la Transition d\u00e9mocratique (1994-1997), s\u00e9nateur et pr\u00e9sident du S\u00e9nat (2007-2011, puis 2012-2019), L\u00e9on Kengo wa Dondo est le seul Congolais \u00e0 avoir dirig\u00e9 les trois pouvoirs traditionnels de l\u2019\u00c9tat : le Judiciaire, l\u2019Ex\u00e9cutif et le L\u00e9gislatif. Au total, plus d\u2019un demi-si\u00e8cle de commandement des hommes et des institutions ! Au-del\u00e0 du prestigieux parcours familial, scolaire, acad\u00e9mique et politique du personnage \u2013 parcours atypique dont on chercherait en vain \u00e0 trouver un \u00e9quivalent contemporain dans son pays \u2013, c\u2019est l\u2019histoire de l\u2019\u00c9tat congolais qui se lit en trame \u00e0 travers ces M\u00e9moires. Son long parcours et sa r\u00e9putation d\u2019homme de conviction et de rigueur lui ont valu, de la part de sa m\u00e8re, le surnom de \u00ab L\u00e9on l\u2019\u00c9tat \u00bb. C\u2019est fort de cette exp\u00e9rience et de ces qualit\u00e9s qu\u2019il n\u2019a pas voulu dissimuler sa passion envers sa patrie.
