Le G\u00e9n\u00e9ral Muhoozi, \u00e9galement fils du Pr\u00e9sident ougandais Yoweri Museveni, \u00e9tait accompagn\u00e9 de son homologue congolais, le G\u00e9n\u00e9ral Jules Banza Mwilambwe.<\/p>\n\n\n\n<p>Cette visite intervient dans un contexte particulier, marqu\u00e9 par les r\u00e9centes d\u00e9clarations controvers\u00e9es du chef militaire ougandais sur les r\u00e9seaux sociaux. Avant de d\u00e9sactiver son compte Twitter, le G\u00e9n\u00e9ral Muhoozi avait publi\u00e9 une s\u00e9rie de tweets jug\u00e9s provocateurs, notamment :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un ordre apparent de d\u00e9ploiement des troupes vers Kisangani<\/li>\n\n\n\n<li>Des attaques verbales contre la Belgique, l&rsquo;ancienne puissance coloniale<\/li>\n\n\n\n<li>Des propos personnels sur des c\u00e9l\u00e9brit\u00e9s internationales<\/li>\n\n\n\n<li>Une altercation publique avec l&rsquo;opposant ougandais Bobi Wine<\/li>\n<\/ul>\n\n\n\n<p><strong>Un passif diplomatique sensible<\/strong><\/p>\n\n\n\n<p>Les d\u00e9clarations du G\u00e9n\u00e9ral Muhoozi avaient suscit\u00e9 de vives r\u00e9actions en RDC, ravivant le souvenir des conflits pass\u00e9s entre l&rsquo;Ouganda et le Rwanda sur le sol congolais, notamment les affrontements de Kisangani en 2000.<\/p>\n\n\n\n<p>Certains observateurs voient dans cette visite une tentative d&rsquo;apaisement apr\u00e8s cette s\u00e9quence pol\u00e9mique. \u00ab\u00a0La pr\u00e9sence du G\u00e9n\u00e9ral Muhoozi \u00e0 Kinshasa semble viser \u00e0 calmer les tensions apr\u00e8s ses d\u00e9clarations explosives\u00a0\u00bb, analyse un diplomate sous couvert d&rsquo;anonymat.<\/p>\n\n\n\n<p><strong>Coop\u00e9ration s\u00e9curitaire vs souverainet\u00e9 nationale<\/strong><\/p>\n\n\n\n<p>L&rsquo;op\u00e9ration conjointe FARDC-UPDF, lanc\u00e9e en 2021 contre les ADF, reste un sujet sensible en RDC. Si les autorit\u00e9s congolaises saluent les r\u00e9sultats militaires, certaines voix critiquent une pr\u00e9sence \u00e9trang\u00e8re per\u00e7ue comme une atteinte \u00e0 la souverainet\u00e9 nationale.<\/p>\n\n\n\n<p>La rencontre de ce samedi pourrait marquer un tournant dans cette coop\u00e9ration militaire, alors que la RDC renforce parall\u00e8lement ses capacit\u00e9s propres, comme en t\u00e9moigne la r\u00e9cente acquisition de drones de combat turcs.<\/p>\n\n\n\n<p><strong>Une image contrast\u00e9e<\/strong><\/p>\n\n\n\n<p>Le G\u00e9n\u00e9ral Muhoozi quitte Kinshasa avec une image ambivalente : celle d&rsquo;un partenaire militaire incontournable pour la stabilit\u00e9 r\u00e9gionale, mais aussi d&rsquo;une personnalit\u00e9 impr\u00e9visible dont les d\u00e9clarations publiques continuent d&rsquo;alimenter les tensions.<\/p>\n\n\n\n<p>Les prochains jours diront si cette visite aura permis de r\u00e9concilier les imp\u00e9ratifs de s\u00e9curit\u00e9 commune avec les sensibilit\u00e9s nationales des deux pays.
