*\u00ab Nulle part dans la d\u00e9claration de principes, on n’a dit que l’AFC\/M23 devait se retirer. L’AFC\/M23 ne va pas reculer, m\u00eame pas d’un seul m\u00e8tre. Nous restons l\u00e0 o\u00f9 nous sommes. \u00bb*<\/p>\n\n\n\n
Ces propos, en contradiction apparente avec l\u2019esprit des n\u00e9gociations, jettent une ombre sur l\u2019accord<\/strong> et pourraient relancer les craintes d\u2019une reprise des hostilit\u00e9s dans l\u2019Est de la RDC.<\/p>\n\n\n\nUn accord d\u00e9j\u00e0 fragilis\u00e9 ?<\/strong><\/h3>\n\n\n\nLa d\u00e9claration de principes, pr\u00e9sent\u00e9e comme une avanc\u00e9e vers une r\u00e9solution pacifique du conflit, ne mentionnerait donc aucune obligation de retrait pour les combattants du M23. Cette position risque de susciter de vives r\u00e9actions \u00e0 Kinshasa, o\u00f9 les autorit\u00e9s insistent sur la n\u00e9cessit\u00e9 d\u2019un d\u00e9sarmement et d\u2019un repli des groupes arm\u00e9s.<\/p>\n\n\n\n
Les populations dans l\u2019expectative<\/strong><\/h3>\n\n\n\nDans les provinces du Nord-Kivu et de l\u2019Ituri, les civils, \u00e9puis\u00e9s par des ann\u00e9es de violences, attendaient un signal clair en faveur de la paix. La prise de parole de Mbonimpa pourrait raviver l\u2019inqui\u00e9tude, alors que des milices locales et des forces \u00e9trang\u00e8res continuent de se disputer le contr\u00f4le du territoire.<\/p>\n\n\n\n
Quelle suite pour les n\u00e9gociations ?<\/strong><\/h3>\n\n\n\nSi l\u2019AFC\/M23 campe sur ses positions, le gouvernement congolais et ses partenaires internationaux devront r\u00e9\u00e9valuer leur strat\u00e9gie. La m\u00e9diation qatarie, qui se voulait un cadre de dialogue apais\u00e9, se heurte d\u00e9sormais \u00e0 une mise en cause publique de ses termes.<\/p>\n\n\n\n
La balle semble d\u00e9sormais dans le camp de Kinshasa : accepter un statu quo militaire ou exiger des clarifications imm\u00e9diates pour \u00e9viter un nouvel enlisement du processus de paix.<\/p>\n\n\n\n
