Le nouveau visage de la s\u00e9curit\u00e9 dans le Grand Nord du Nord-Kivu a officiellement pris ses fonctions ce mercredi lors d’une c\u00e9r\u00e9monie militaire \u00e0 Paida, territoire de Beni. Le g\u00e9n\u00e9ral de brigade Joseph Kisembo Muleke, fra\u00eechement nomm\u00e9 par le Chef d’\u00c9tat-Major g\u00e9n\u00e9ral des FARDC, a succ\u00e9d\u00e9 au g\u00e9n\u00e9ral Abdallah Nyembo \u00e0 la t\u00eate du secteur op\u00e9rationnel Sokola 1.<\/p>\n\n\n\n

Devant un parterre d’officiers sup\u00e9rieurs et d’autorit\u00e9s militaires locales r\u00e9unis \u00e0 l’\u00c9tat-Major des op\u00e9rations, le nouveau commandant a trac\u00e9 les lignes de son mandat :<\/p>\n\n\n\n

\u00ab\u00a0La discipline stricte, le patriotisme sans faille et l’engagement total pour la paix constitueront nos credo dans l’accomplissement de notre mission\u00a0\u00bb, a d\u00e9clar\u00e9 le g\u00e9n\u00e9ral Kisembo, soulignant son attachement \u00e0 la vision pr\u00e9sidentielle de restauration de l’autorit\u00e9 \u00e9tatique et de pacification durable de l’Est congolais.<\/p>\n\n\n\n

Un connaisseur du terrain
Le lieutenant Marc Elongo, porte-parole des op\u00e9rations Sokola 1, a rappel\u00e9 que \u00ab\u00a0le g\u00e9n\u00e9ral Kisembo n’est pas un novice dans la r\u00e9gion. Son exp\u00e9rience ant\u00e9rieure dans ce secteur constitue un atout majeur pour la suite des op\u00e9rations\u00a0\u00bb.<\/p>\n\n\n\n

Un d\u00e9fi s\u00e9curitaire complexe
Cette passation de pouvoir intervient dans un environnement op\u00e9rationnel particuli\u00e8rement exigeant :
\u2022 Persistance des activit\u00e9s des ADF et autres groupes arm\u00e9s
\u2022 N\u00e9cessit\u00e9 de s\u00e9curisation des populations civiles
\u2022 Imp\u00e9ratif de coordination avec les autres structures de d\u00e9fense<\/p>\n\n\n\n

La population de Beni, meurtrie par des ann\u00e9es de violence, place de grands espoirs dans ce changement de commandement. Les observateurs militaires soulignent que la t\u00e2che du g\u00e9n\u00e9ral Kisembo consistera notamment \u00e0 :<\/p>\n\n\n\n

  1. Renforcer l’efficacit\u00e9 op\u00e9rationnelle des troupes<\/li>\n\n\n\n
  2. Am\u00e9liorer la coordination avec la MONUSCO<\/li>\n\n\n\n
  3. Restaurer la confiance entre l’arm\u00e9e et les civils<\/li>\n<\/ol>\n\n\n\n

    \u00ab\u00a0Nous sommes conscients des attentes et des d\u00e9fis. Chaque officier, chaque soldat devra redoubler d’efforts\u00a0\u00bb, a insist\u00e9 le nouveau commandant, appelant son \u00e9tat-major \u00e0 \u00ab\u00a0une mobilisation sans pr\u00e9c\u00e9dent\u00a0\u00bb.<\/p>\n\n\n\n

    Cette nomination s’inscrit dans le cadre des r\u00e9centes recompositions au sein des FARDC visant \u00e0 optimiser la r\u00e9ponse s\u00e9curitaire face aux multiples d\u00e9fis dans l’Est du pays. Les prochaines semaines seront cruciales pour \u00e9valuer l’impact de ce changement sur le terrain.<\/p>\n\n\n\n
