La Cellule Nationale de Renseignements Financiers (CENAREF) de la R\u00e9publique D\u00e9mocratique du Congo (RDC) a \u00e9t\u00e9 salu\u00e9e pour ses efforts dans la lutte contre le blanchiment des capitaux et le financement du terrorisme lors des c\u00e9l\u00e9brations des 30 ans du groupe Egmond, un r\u00e9seau mondial r\u00e9unissant les cellules de renseignement financier. Cette reconnaissance ouvre la voie \u00e0 l\u2019int\u00e9gration officielle de la RDC au sein de ce groupe prestigieux d\u00e8s 2026<\/strong>.<\/p>\n\n\n\n

Une avanc\u00e9e majeure pour la cr\u00e9dibilit\u00e9 financi\u00e8re de la RDC<\/strong><\/h3>\n\n\n\n

\u00c0 l\u2019occasion de cet \u00e9v\u00e9nement organis\u00e9 au Luxembourg, les pays membres ont soulign\u00e9 les progr\u00e8s significatifs accomplis par la RDC dans la lutte contre les flux financiers illicites. En marge des c\u00e9l\u00e9brations, le secr\u00e9taire ex\u00e9cutif de la CENAREF, Adler Kisula, a sign\u00e9 des protocoles d\u2019accord avec plusieurs nations, dont :<\/p>\n\n\n\n

    Ces accords permettent un renforcement de la coop\u00e9ration en mati\u00e8re d\u2019\u00e9change d\u2019informations, d\u2019entraide judiciaire et d\u2019harmonisation des politiques contre le blanchiment d\u2019argent et le terrorisme.<\/p>\n\n\n\n

    Vers un retrait de la liste grise du GAFI ?<\/strong><\/h3>\n\n\n\n

    Cette dynamique s\u2019inscrit dans le cadre des r\u00e9formes engag\u00e9es par Kinshasa, notamment depuis la promulgation, le 1er juillet 2025, de la loi modifiant le cadre juridique de lutte contre le blanchiment et le financement du terrorisme. Ces ajustements l\u00e9gislatifs visent \u00e0 r\u00e9pondre aux exigences du Groupe d\u2019Action Financi\u00e8re (GAFI), en vue du retrait de la RDC de sa liste grise \u2013 une \u00e9tape cruciale pour rassurer les investisseurs et am\u00e9liorer l\u2019image du pays sur la sc\u00e8ne financi\u00e8re internationale.<\/p>\n\n\n\n

    Perspectives et d\u00e9fis<\/strong><\/h3>\n\n\n\n

    L\u2019adh\u00e9sion prochaine au groupe Egmond repr\u00e9sente une reconstitution majeure pour la RDC, mais des d\u00e9fis subsistent :<\/p>\n\n\n\n

    1. Renforcement des capacit\u00e9s techniques de la CENAREF<\/li>\n\n\n\n
    2. Coordination accrue avec les institutions judiciaires et polici\u00e8res<\/li>\n\n\n\n
    3. Application rigoureuse des nouvelles lois anti-blanchiment<\/li>\n<\/ol>\n\n\n\n

      Les prochaines \u00e9tapes de l\u2019\u00e9valuation du GAFI et l\u2019impact concret de ces avanc\u00e9es sur la transparence financi\u00e8re en RDC.<\/p>\n\n\n\n
