{"id":87697,"date":"2025-08-16T07:49:37","date_gmt":"2025-08-16T05:49:37","guid":{"rendered":"https:\/\/congopubonline.com\/?p=87697"},"modified":"2025-08-17T17:58:36","modified_gmt":"2025-08-17T15:58:36","slug":"le-kenya-nomme-un-consul-general-a-goma-sous-occupation-du-m23-une-decision-controversee","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=87697","title":{"rendered":"Le Kenya nomme un consul g\u00e9n\u00e9ral \u00e0 Goma sous occupation du M23, une d\u00e9cision controvers\u00e9e"},"content":{"rendered":"\n<p>Le pr\u00e9sident k\u00e9nyan William Ruto a proc\u00e9d\u00e9 \u00e0 une s\u00e9rie de nominations diplomatiques, d\u00e9signant Judy Kiaria Nkumiri comme consul g\u00e9n\u00e9ral \u00e0 Goma, chef-lieu du Nord-Kivu en R\u00e9publique d\u00e9mocratique du Congo (RDC) \u2013 une r\u00e9gion actuellement sous occupation des rebelles du M23, soutenus par le Rwanda.<\/p>\n\n\n\n<p>Cette d\u00e9cision de l\u2019actuel pr\u00e9sident de la Communaut\u00e9 d\u2019Afrique de l\u2019Est (EAC) risque d\u2019\u00eatre per\u00e7ue comme une forme de l\u00e9gitimation de l\u2019offensive du M23, responsable de multiples exactions dans la r\u00e9gion depuis janvier 2024.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-tensions-diplomatiques-entre-la-rdc-et-le-kenya\"><strong>Tensions diplomatiques entre la RDC et le Kenya<\/strong><\/h4>\n\n\n\n<p>Cette nomination intervient dans un contexte de fortes tensions entre Kinshasa et Nairobi. Le pr\u00e9sident congolais F\u00e9lix Tshisekedi, qui avait boycott\u00e9 un sommet extraordinaire de l\u2019EAC convoqu\u00e9 par Ruto en janvier, avait d\u00e9j\u00e0 accus\u00e9 ce dernier de partialit\u00e9 en faveur du Rwanda.<\/p>\n\n\n\n<p><em>\u00ab Il y avait le processus de Nairobi impuls\u00e9 par Uhuru Kenyatta, mais malheureusement, il a \u00e9t\u00e9 mal g\u00e9r\u00e9 par la suite par William Ruto. Le processus est quasiment mort, \u00e0 part le fait que le facilitateur Uhuru Kenyatta est rest\u00e9. Le pr\u00e9sident Ruto a pris fait et cause pour le Rwanda. Je ne peux pas en dire plus \u00bb<\/em>, avait d\u00e9clar\u00e9 Tshisekedi lors d\u2019un d\u00e9bat organis\u00e9 en juillet 2024 par l\u2019Initiative de S\u00e9curit\u00e9 en Afrique et la Brookings Institution.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"h-une-nomination-qui-risque-d-envenimer-les-relations\"><strong>Une nomination qui risque d\u2019envenimer les relations<\/strong><\/h4>\n\n\n\n<p>En \u00e9tablissant une repr\u00e9sentation diplomatique \u00e0 Goma sous contr\u00f4le du M23, le Kenya envoie un signal ambigu, susceptible d\u2019\u00eatre interpr\u00e9t\u00e9 comme une reconnaissance implicite de l\u2019autorit\u00e9 des rebelles.
