Cette d\u00e9cision, concernant une ville actuellement sous contr\u00f4le du mouvement rebelle M23 dans l&rsquo;est de la RDC, avait suscit\u00e9 des tensions diplomatiques entre les deux pays.<\/p>\n\n\n\n<p>Dans un communiqu\u00e9 d\u00e9taill\u00e9, le Dr Musalia Mudavadi, Premier secr\u00e9taire du Cabinet charg\u00e9 des Affaires \u00e9trang\u00e8res du Kenya, a expliqu\u00e9 le processus diplomatique normal qui doit \u00eatre suivi. Il a pr\u00e9cis\u00e9 que la nomination pr\u00e9sidentielle ne constitue pas une affectation automatique, mais qu&rsquo;elle doit d&rsquo;abord obtenir l&rsquo;approbation du Parlement kenyan avant que le Kenya ne sollicite l&rsquo;agr\u00e9ment officiel du gouvernement congolais. Le futur consul devra \u00e9galement recevoir un exequatur des autorit\u00e9s de la RDC avant de pouvoir exercer ses fonctions.<\/p>\n\n\n\n<p>Le ministre kenyan a soulign\u00e9 que cette proc\u00e9dure rigoureuse et transparente respecte pleinement la Constitution kenyane et les normes diplomatiques internationales. Le gouvernement s&rsquo;appuie notamment sur l&rsquo;article 132 de la Constitution qui r\u00e9git les nominations diplomatiques tout en exigeant l&rsquo;approbation parlementaire pr\u00e9alable.<\/p>\n\n\n\n<p>Dans sa d\u00e9claration, le Dr Mudavadi a insist\u00e9 sur la qualit\u00e9 des relations bilat\u00e9rales entre le Kenya et la RDC, rappelant leur coop\u00e9ration ancienne depuis 1963 et leurs repr\u00e9sentations diplomatiques r\u00e9ciproques. Il a r\u00e9affirm\u00e9 l&rsquo;engagement du Kenya \u00e0 respecter la souverainet\u00e9 et l&rsquo;int\u00e9grit\u00e9 territoriale de la RDC, ainsi que son soutien aux efforts de paix dans l&rsquo;est du pays.<\/p>\n\n\n\n<p>Cette clarification intervient dans un contexte diplomatique tendu entre les deux nations. La RDC avait en effet exprim\u00e9 ses r\u00e9serves concernant cette nomination, dans un climat d\u00e9j\u00e0 marqu\u00e9 par des tensions depuis d\u00e9cembre 2023, ayant conduit Kinshasa \u00e0 rappeler temporairement son ambassadeur \u00e0 Nairobi.<\/p>\n\n\n\n<p>Le gouvernement kenyan a assur\u00e9 que cette restructuration de son service ext\u00e9rieur r\u00e9pond uniquement \u00e0 des consid\u00e9rations d&rsquo;efficacit\u00e9 administrative, sans arri\u00e8re-pens\u00e9e politique.
