(Une tribune de Julien Paluku)"},"content":{"rendered":"\n<p>Le Docteur Julien Paluku Kahongya, ministre de l\u2019Industrie de la RDC, a partag\u00e9 ce dimanche une r\u00e9flexion approfondie sur la multiplication des conf\u00e9rences internationales d\u00e9di\u00e9es \u00e0 l\u2019Afrique, depuis sa participation \u00e0 la TICAD9 au Japon.<\/p>\n\n\n\n<p>\u00c0 mon arriv\u00e9e au Japon pour la TICAD9, une question m\u2019a habit\u00e9 : pourquoi tant de conf\u00e9rences et de sommets d\u00e9di\u00e9s \u00e0 l\u2019Afrique ? \u00c9tats-Unis-Afrique, Russie-Afrique, Chine-Afrique, Inde-Afrique, Japon-Afrique\u2026 La liste est longue, et beaucoup s\u2019interrogent sur les motivations r\u00e9elles de cet engouement soudain.<\/p>\n\n\n\n<p><strong>Deux agendas structurants pour un continent convoit\u00e9<\/strong><\/p>\n\n\n\n<p>Pour lui, l\u2019explication r\u00e9side dans la position strat\u00e9gique que occupe d\u00e9sormais l\u2019Afrique, tiraill\u00e9e entre deux feuilles de route mondiales :<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>L\u2019Agenda 2030<\/strong> de l&rsquo;ONU, centr\u00e9 sur les 17 Objectifs de D\u00e9veloppement Durable (ODD).<\/li>\n\n\n\n<li><strong>L\u2019Agenda 2063<\/strong> de l&rsquo;Union Africaine, une vision ambitieuse qui vise \u00e0 faire de l&rsquo;Afrique une puissance mondiale prosp\u00e8re, unie et pacifique \u00e0 l&rsquo;horizon de son centenaire.<\/li>\n<\/ol>\n\n\n\n<p>C\u2019est cette dynamique, coupl\u00e9e \u00e0 l\u2019immense potentiel \u00e9conomique et d\u00e9mographique du continent \u2013 un march\u00e9 de 1,4 milliard de consommateurs \u2013 qui attire toutes les convoitises.<\/p>\n\n\n\n<p><strong>Mais que cherchent r\u00e9ellement les puissances \u00e9trang\u00e8res ?<\/strong><\/p>\n\n\n\n<p>Derri\u00e8re les beaux discours de partenariat se cachent des int\u00e9r\u00eats multiples :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Des enjeux \u00e9conomiques colossaux<\/strong> : acc\u00e8s aux march\u00e9s, aux minerais critiques, aux terres rares.<\/li>\n\n\n\n<li><strong>Une bataille d\u2019influence g\u00e9opolitique<\/strong> : chaque sommet est l\u2019occasion d\u2019\u00e9tendre sa sph\u00e8re d\u2019influence.<\/li>\n\n\n\n<li><strong>Une comp\u00e9tition strat\u00e9gique<\/strong> : la course \u00e0 l\u2019Afrique est ouverte, et personne ne veut \u00eatre left behind.<\/li>\n<\/ul>\n\n\n\n<p><strong>Dans ce grand jeu, quelle doit \u00eatre la posture de l\u2019Afrique ?<\/strong><\/p>\n\n\n\n<p>Certes, ces sommets offrent des opportunit\u00e9s : financements, transferts de technologie, diversification des partenariats. Mais le pi\u00e8ge serait d\u2019accepter des <strong>solutions import\u00e9es<\/strong>, inadapt\u00e9es \u00e0 nos r\u00e9alit\u00e9s locales. Le copier-coller serait une erreur fatale.<\/p>\n\n\n\n<p>La vraie r\u00e9ponse doit venir de nous. L\u2019Afrique doit :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>D\u00e9finir clairement ses priorit\u00e9s<\/strong>, en s\u2019appropriant l\u2019Agenda 2063 comme boussole.<\/li>\n\n\n\n<li><strong>Combattre ses propres d\u00e9mons<\/strong> : corruption, mauvaise gouvernance, manque de vision.<\/li>\n\n\n\n<li><strong>N\u00e9gocier en position de force<\/strong>, en unit\u00e9 et en lucidit\u00e9.<\/li>\n<\/ul>\n\n\n\n<p>Les conf\u00e9rences internationales ne sont pas des passe-temps diplomatiques. Elles peuvent \u00eatre des acc\u00e9l\u00e9rateurs de d\u00e9veloppement, \u00e0 condition que nous abordions ces rendez-vous avec une <strong>vision claire<\/strong>, une <strong>strat\u00e9gie n\u00e9gociatrice<\/strong> et la <strong>volont\u00e9 inflexible<\/strong> de d\u00e9fendre nos int\u00e9r\u00eats.<\/p>\n\n\n\n<p>Le temps n\u2019est plus aux discours.
