\u00c0 l\u2019occasion de l\u2019ouverture du 2\u1d49 Congr\u00e8s extraordinaire de l\u2019Union Sacr\u00e9e de la Nation, le Pr\u00e9sident de la R\u00e9publique, F\u00e9lix Antoine Tshisekedi Tshilombo, a fermement affirm\u00e9 qu\u2019aucun dialogue politique en R\u00e9publique D\u00e9mocratique du Congo ne se tiendra en dehors de son initiative pr\u00e9sidentielle.<\/p>\n\n\n\n
Devant les membres de l’Union Sacr\u00e9e, le Chef de l’\u00c9tat a rappel\u00e9 que son engagement et celui de son parti reposent historiquement sur le principe du dialogue. Cependant, il a pos\u00e9 une condition sine qua non : ce dialogue devra \u00eatre une entreprise purement congolaise, impliquant exclusivement \u00ab des Congolais non inf\u00e9od\u00e9s aux pays voisins \u00bb. Par cette d\u00e9claration, le Pr\u00e9sident a clairement signifi\u00e9 son refus de toute ing\u00e9rence ext\u00e9rieure et son d\u00e9sint\u00e9r\u00eat pour un processus impos\u00e9 de l’\u00e9tranger.<\/p>\n\n\n\n<\/figure>\n\n\n\n
\u00ab Je suis un homme de dialogue. Je vais me servir de cet instrument pour rassembler les Congolais et les r\u00e9unir autour d\u2019un id\u00e9al commun \u00bb, a-t-il d\u00e9clar\u00e9, soulignant sa vision d’un dialogue souverain, non conditionn\u00e9 par des acteurs \u00e9trangers. Il a pr\u00e9cis\u00e9 que la nation n’avait nul besoin d’un \u00ab facilitateur \u00bb externe pour r\u00e9soudre ses d\u00e9fises internes, une position qui contraste directement avec les appels internationaux r\u00e9cents en faveur d’une m\u00e9diation.<\/p>\n\n\n\n
Cette prise de position fait suite au rejet, par le gouvernement congolais, de l’initiative de dialogue inclusif propos\u00e9e par l’ancien pr\u00e9sident sud-africain Thabo Mbeki. Le gouvernement avait jug\u00e9 cette proposition inopportune et incompatible avec la souverainet\u00e9 nationale, r\u00e9affirmant que toute discussion devait \u00e9maner de l’impulsion des institutions congolaises l\u00e9gitimes.<\/p>\n\n\n\n
Au-del\u00e0 de la question du dialogue, le Pr\u00e9sident Tshisekedi a saisi cette tribune pour d\u00e9noncer avec vigueur les violences arm\u00e9es qui continuent de d\u00e9stabiliser l’Est du pays et d’entraver son d\u00e9veloppement. Il a fustig\u00e9 les Congolais qui prennent les armes contre leur patrie, les qualifiant d’obstacles au progr\u00e8s et \u00e0 l’am\u00e9lioration des conditions de vie de la population.<\/p>\n\n\n\n
En conclusion, le Chef de l’\u00c9tat a appel\u00e9 \u00e0 une responsabilit\u00e9 collective pour mettre fin \u00e0 l’ins\u00e9curit\u00e9 et a r\u00e9it\u00e9r\u00e9 son plaidoyer pour l’unit\u00e9 nationale. Il a pr\u00e9sent\u00e9 le dialogue, qu’il compte initier et conduire, comme l’outil indispensable pour surmonter les divisions, r\u00e9aliser la r\u00e9conciliation et jeter les bases d’une soci\u00e9t\u00e9 stable et prosp\u00e8re. Il a enfin exprim\u00e9 son v\u0153u de voir l\u2019Union Sacr\u00e9e de la Nation se consolider en une force politique unie et digne de la confiance du peuple congolais.<\/p>\n\n\n\n
