{"id":88674,"date":"2025-09-13T11:19:32","date_gmt":"2025-09-13T09:19:32","guid":{"rendered":"https:\/\/congopubonline.com\/?p=88674"},"modified":"2025-09-13T11:19:47","modified_gmt":"2025-09-13T09:19:47","slug":"kinshasa-et-le-m23-signent-un-accord-historique-dechange-de-prisonniers","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=88674","title":{"rendered":"Kinshasa et le M23 signent un accord historique d&rsquo;\u00e9change de prisonniers"},"content":{"rendered":"\n<p>Le gouvernement de la R\u00e9publique d\u00e9mocratique du Congo et l\u2019Alliance Fleuve Congo\/M23 (AFC\/M23) ont sign\u00e9 ce vendredi un m\u00e9canisme d\u2019\u00e9change de prisonniers, salu\u00e9 comme une avanc\u00e9e majeure vers la d\u00e9sescalade du conflit dans l\u2019est du pays.<\/p>\n\n\n\n<p>L\u2019annonce a \u00e9t\u00e9 faite par Massad Boulos, Conseiller principal des \u00c9tats-Unis pour l\u2019Afrique, sur son compte X (ex-Twitter). Il a qualifi\u00e9 cet accord d&rsquo;\u00ab \u00e9tape cruciale vers la d\u00e9sescalade des hostilit\u00e9s et la promotion de la paix dans l&rsquo;est de la RDC \u00bb.<\/p>\n\n\n\n<p><strong>Le CICR comme facilitateur neutre<\/strong><br>Le Comit\u00e9 international de la Croix-Rouge (CICR) agira en tant qu&rsquo;interm\u00e9diaire neutre pour superviser les op\u00e9rations d&rsquo;identification, de v\u00e9rification et de lib\u00e9ration s\u00e9curis\u00e9e des d\u00e9tenus des deux parties. Ce m\u00e9canisme vise \u00e0 garantir le respect des droits humains et du droit international humanitaire.<\/p>\n\n\n\n<p><strong>Implication internationale<\/strong><br>Le r\u00f4le du Qatar dans la facilitation de ces n\u00e9gociations a \u00e9t\u00e9 particuli\u00e8rement salu\u00e9 par Washington.
