Le discours \u00e9tait autant \u00e9conomique que politique. Lors du Makutano Talk, le Gouverneur de la BCC, Andr\u00e9 Wameso, a livr\u00e9 une analyse sans concession : sans une r\u00e9organisation rigoureuse et professionnelle, la RDC continuera \u00e0 \u00ab servir les autres tels que cela a \u00e9t\u00e9 con\u00e7u \u00e0 la Conf\u00e9rence de Berlin \u00bb.<\/p>\n\n\n\n

Son plaidoyer pour une bourse repose sur un imp\u00e9ratif de souverainet\u00e9. Il s’agit de construire un march\u00e9 financier qui b\u00e9n\u00e9ficie d’abord aux Congolais, et non aux \u00ab fonds de pension de Luxembourg ou Zurich \u00bb. Pour y parvenir, il faut selon lui mobiliser la puissance financi\u00e8re interne, \u00e0 commencer par l’\u00e9pargne des fonctionnaires et de la jeunesse.<\/p>\n\n\n\n

Et si la RDC finan\u00e7ait sa propre croissance ? C’est le projet pr\u00e9sent\u00e9 par le Gouverneur de la Banque Centrale, Andr\u00e9 Wameso. Selon lui, le pays dispose d’une mine d’or inexploit\u00e9e : l’\u00e9pargne de ses citoyens.<\/p>\n\n\n\n

L’id\u00e9e est simple mais r\u00e9volutionnaire. En pr\u00e9levant une petite partie du salaire des fonctionnaires et en organisant l’\u00e9pargne des taximen et autres travailleurs, la RDC pourrait r\u00e9unir 600 millions de dollars par an. Ajoutez \u00e0 cela les cotisations de millions de jeunes, et vous obtenez une puissance financi\u00e8re colossale pour construire des routes, des h\u00f4pitaux et des usines.<\/p>\n\n\n\n

Mais pour que cela fonctionne, il faut croire \u00e0 nouveau au franc congolais. Aujourd’hui, presque tout se compte en dollars. La solution de la Banque Centrale ? Cr\u00e9er un syst\u00e8me de retraite en francs congolais. Ainsi, en \u00e9pargnant pour leur avenir, les Congolais renforceraient aussi la monnaie de leur pays. Un cercle vertueux pour une v\u00e9ritable ind\u00e9pendance \u00e9conomique.<\/p>\n\n\n\n
