Le ministre de la Justice, Guillaume Ngefa, a annonc\u00e9 avoir ordonn\u00e9 l’ouverture d’enqu\u00eates imm\u00e9diates pour d\u00e9manteler des r\u00e9seaux mafieux qui spolient des biens immobiliers, impliquant selon lui \u00ab certains magistrats, avocats, agents de l’administration fonci\u00e8re \u00bb, ainsi que des \u00ab personnalit\u00e9s politiques, judiciaires, militaires et polici\u00e8res \u00bb.<\/p>\n\n\n\n

Dans un communiqu\u00e9, le ministre r\u00e9v\u00e8le que ces r\u00e9seaux utilisent leur position pour \u00ab \u00e9touffer toute initiative judiciaire \u00bb. Leur m\u00e9thode : d\u00e9tourner le num\u00e9ro folio, le titre de propri\u00e9t\u00e9 d\u00e9finitif, via des complicit\u00e9s internes leur permettant de modifier frauduleusement l’historique des propri\u00e9t\u00e9s.<\/p>\n\n\n\n

C’est un syst\u00e8me sophistiqu\u00e9 qui mine la confiance dans les institutions. Le ministre de la Justice, Guillaume Ngefa, l\u00e8ve le voile sur des r\u00e9seaux mafieux sp\u00e9cialis\u00e9s dans la spoliation immobili\u00e8re, si puissants qu’ils ont failli expulser l’\u00c9tat d’une de ses propres parcelles \u00e0 la Gombe.<\/p>\n\n\n\n

Leur point faible : le num\u00e9ro folio. Ce s\u00e9same, preuve de propri\u00e9t\u00e9 d\u00e9finitive, est d\u00e9tourn\u00e9 de l’int\u00e9rieur par des complicit\u00e9s au sein de l’administration fonci\u00e8re, permettant de r\u00e9\u00e9crire l’historique d’un bien. Des magistrats, avocats, militaires et politiques utiliseraient leur influence pour bloquer toute poursuite.<\/p>\n\n\n\n

Un ancien conservateur aux affaires fonci\u00e8res confirme \u00e0 TOP CONGO FM que le ph\u00e9nom\u00e8ne n’est pas nouveau, mais qu’il a atteint une ampleur in\u00e9dite : \u00ab personne ne craint plus de violer ni la loi \u00bb, d\u00e9plore-t-il, \u00e9voquant un audit de l’IGF qui signalait d\u00e9j\u00e0 des anomalies en… 1987. Face \u00e0 cette crise, le ministre Ngefa tente une riposte judiciaire, mais le mal semble profond\u00e9ment enracin\u00e9.<\/p>\n\n\n\n
