Dans une analyse approfondie de la situation politique en RDC, Frank Diongo, v\u00e9t\u00e9ran de la vie politique et cosignataire de l’accord de Sun City, tire la sonnette d’alarme. Il rappelle que la Constitution actuelle est le fruit d’un consensus national historique, et non d’une vision impos\u00e9e, ayant int\u00e9gr\u00e9 toutes les sensibilit\u00e9s politiques, y compris f\u00e9d\u00e9ralistes.<\/p>\n\n\n\n

Pour M. Diongo, la forme de l’\u00c9tat n’est pas la source des maux du pays. Il identifie les crises profondes de la RDC comme \u00e9tant celles de la gouvernance, du leadership, de la vision et de l’\u00e9thique politique. <\/p>\n\n\n\n

Diongo a affirm\u00e9 que les v\u00e9ritables probl\u00e8mes du pays \u00e9taient la crise de gouvernance et le manque d’\u00e9thique, et non la forme de l’\u00c9tat. Il a soutenu qu’un discours f\u00e9d\u00e9raliste, surtout coupl\u00e9 \u00e0 l’invocation de l’article 64 est inopportun , <\/p>\n\n\n\n

Dans ce contexte, il estime que promouvoir un discours f\u00e9d\u00e9raliste tout en invoquant l’article 64 pour une \u00ab\u00a0r\u00e9volution constitutionnelle\u00a0\u00bb est une incoh\u00e9rence majeure. Cette approche, selon lui, pourrait \u00eatre per\u00e7ue comme un pr\u00e9texte \u00e0 la balkanisation et offrirait au pouvoir en place une opportunit\u00e9 de justifier une r\u00e9vision opportuniste de la Constitution.<\/p>\n\n\n\n

Il conclut que la pr\u00e9servation du compromis de Sun City et de Pretoria reste la voie la plus s\u00fbre pour garantir l’unit\u00e9 nationale et la l\u00e9gitimit\u00e9 de toute r\u00e9forme future.<\/p>\n\n\n\n
