Les pr\u00e9sidents F\u00e9lix Tshisekedi (RDC) et Paul Kagame (Rwanda) se rencontrent ce jeudi 4 d\u00e9cembre \u00e0 Washington pour une c\u00e9r\u00e9monie de signature \u00e0 haut risque. Sous l’\u00e9gide des \u00c9tats-Unis, ils doivent ent\u00e9riner deux textes-cl\u00e9s : un accord de paix<\/strong> (27 juin) et un cadre d’int\u00e9gration \u00e9conomique r\u00e9gionale<\/strong> (7 novembre).<\/p>\n\n\n\n

Cette rencontre intervient dans un contexte d’extr\u00eame tension. Les deux dirigeants, qui ne se parlent plus, arrivent \u00e0 Washington sur fond de violents combats dans le Sud-Kivu, o\u00f9 la coalition rebelle AFC-M23, soutenue selon Kinshasa par Kigali, a lanc\u00e9 de nouvelles offensives.<\/p>\n\n\n\n

Un long processus diplomatique pour aboutir \u00e0 un moment fragile<\/strong><\/h3>\n\n\n\n

La feuille de route a \u00e9t\u00e9 \u00e9tablie il y a huit mois avec une \u00ab\u00a0d\u00e9claration de principes\u00a0\u00bb sign\u00e9e en avril 2025 en pr\u00e9sence du secr\u00e9taire d’\u00c9tat am\u00e9ricain Marco Rubio. Elle a conduit \u00e0 l’accord de paix du 27 juin, puis au cadre \u00e9conomique du 7 novembre, d\u00e9j\u00e0 ratifi\u00e9 par le Parlement rwandais.<\/p>\n\n\n\n

\u00c0 Washington, il ne s’agira pas de ren\u00e9gocier, mais de donner un aval politique solennel \u00e0 ces textes, en pr\u00e9sence d’autres dirigeants africains invit\u00e9s comme garants. Des accords bilat\u00e9raux avec les \u00c9tats-Unis doivent compl\u00e9ter le dispositif, formant le paquet des \u00ab\u00a0accords de Washington\u00a0\u00bb.<\/p>\n\n\n\n

La d\u00e9fiance comme seul langage commun<\/strong><\/h3>\n\n\n\n

L’atmosph\u00e8re est empoisonn\u00e9e. En octobre \u00e0 Bruxelles, Tshisekedi et Kagame s’\u00e9taient ignor\u00e9s sur une photo de famille. Kigali avait rejet\u00e9 une main tendue, accusant Kinshasa de ne pas appliquer les m\u00e9canismes existants. Paul Kagame restait sceptique il y a une semaine, rappelant que \u00ab\u00a0Kinshasa n’a pas respect\u00e9\u00a0\u00bb des accords pass\u00e9s.<\/p>\n\n\n\n

Du c\u00f4t\u00e9 congolais, le discours s’est durci. Alors qu’un ministre \u00e9voquait en novembre un retrait des troupes rwandaises comme pr\u00e9alable au d\u00e9placement, Tshisekedi a recentr\u00e9 son propos : le Rwanda ne pourra \u00eatre int\u00e9gr\u00e9 \u00e9conomiquement que apr\u00e8s<\/strong> le retrait de ses troupes et le r\u00e9tablissement de la confiance. \u00ab\u00a0On ne fait pas de commerce avec quelqu’un dont on se m\u00e9fie\u00a0\u00bb, a-t-il martel\u00e9 \u00e0 la diaspora.<\/p>\n\n\n\n

Des accords fragilis\u00e9s par la r\u00e9alit\u00e9 du terrain<\/strong><\/h3>\n\n\n\n

L’efficacit\u00e9 des textes reste enti\u00e8rement suspendue \u00e0 la volont\u00e9 politique, alors que les m\u00e9canismes de contrainte font d\u00e9faut. La r\u00e9solution 2773 du Conseil de s\u00e9curit\u00e9 (f\u00e9vrier 2025) exigeant un retrait est rest\u00e9e lettre morte. Sur le terrain, les combats persistent malgr\u00e9 les cessez-le-feu sur papier.<\/p>\n\n\n\n

Un processus parall\u00e8le \u00e0 Doha<\/strong> avec l’AFC\/M23, aboutissant \u00e0 un accord-cadre le 15 novembre, n’a pas non plus calm\u00e9 les hostilit\u00e9s. Un acteur des combats parle m\u00eame d'\u00a0\u00bbescroquerie internationale\u00a0\u00bb, d\u00e9non\u00e7ant un processus sans sanction.<\/p>\n\n\n\n

Une signature sous le signe du paradoxe<\/strong><\/h3>\n\n\n\n

La c\u00e9r\u00e9monie de Washington repr\u00e9sente donc un paradoxe saisissant : la formalisation diplomatique<\/strong> d’un cadre pour la paix coexiste avec une escalade militaire<\/strong> et une m\u00e9fiance personnelle<\/strong> abyssale entre les deux signataires.<\/p>\n\n\n\n

Les accords existent. Leur mise en \u0153uvre, elle, d\u00e9pendra de la capacit\u00e9 \u00e0 transformer une m\u00e9fiance historique en une coop\u00e9ration forc\u00e9e, dans un contexte o\u00f9 chaque offensive arm\u00e9e semble d\u00e9mentir les promesses des trait\u00e9s. La paix sur papier affrontera une fois de plus, jeudi, le test brutal de la r\u00e9alit\u00e9 du terrain congolais.<\/p>\n\n\n\n
