{"id":92187,"date":"2025-12-13T09:41:56","date_gmt":"2025-12-13T08:41:56","guid":{"rendered":"https:\/\/congopubonline.com\/?p=92187"},"modified":"2025-12-13T09:42:03","modified_gmt":"2025-12-13T08:42:03","slug":"concession-ferroviaire-du-corridor-de-lobito-en-rdc-le-portugais-mota-engil-prefere-des-americains","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=92187","title":{"rendered":"Concession ferroviaire du corridor de Lobito en RDC : le portugais Mota-Engil pr\u00e9f\u00e9r\u00e9 des Am\u00e9ricains"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">En annon\u00e7ant sa disposition \u00e0 financer jusqu\u2019\u00e0 1 milliard de dollars pour la r\u00e9habilitation de la ligne Dilolo\u2013Sakania, la Development Finance Corporation (DFC) am\u00e9ricaine, \u00e9quivalent en France de Proparco, place Mota-Engil en position de favori pour d\u00e9crocher la concession congolaise du corridor de Lobito.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Communiqu\u00e9e officiellement le 5 d\u00e9cembre 2025 au grand public, cette d\u00e9cision marque une \u00e9tape d\u00e9cisive dans la restructuration du corridor de Lobito, le r\u00e9seau ferroviaire destin\u00e9 \u00e0 relier les gisements miniers du Katanga au port atlantique angolais.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En \u00e9mettant une lettre d\u2019intention en faveur du groupe Mota-Engil \u2013 qui a son si\u00e8ge \u00e0 Porto au Portugal \u2013 pour financer la r\u00e9habilitation et l\u2019exploitation de la ligne Dilolo\u2013Sakania, l\u2019agence am\u00e9ricaine de financement du secteur priv\u00e9 dans les pays en d\u00e9veloppement, fait du groupe portugais le candidat le plus cr\u00e9dible \u00e0 ses yeux, pour la concession ferroviaire du c\u00f4t\u00e9 congolais. La d\u00e9marche s\u2019inscrit dans la logique du partenariat strat\u00e9gique formalis\u00e9 entre les \u00c9tats-Unis et la RDC, qui pr\u00e9voit un montage en partenariat Public-Priv\u00e9 (PPP) pour la modernisation de l\u2019infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mota-Engil n\u2019est pas un nouveau venu dans l\u2019\u00e9cosyst\u00e8me du corridor. Avec Trafigura et Vecturis, l\u2019entreprise compose le consortium Lobito Atlantic Railway (LAR), concessionnaire depuis 2022 de la section angolaise pour une dur\u00e9e de trente ans. Si Kinshasa n\u2019a pas encore officialis\u00e9 le nom de son futur concessionnaire, les n\u00e9gociations avancent rapidement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-une-convergence-diplomatique-et-technique\"><strong>Une convergence diplomatique et technique<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Africa Finance Corporation (AFC), l\u2019institution bas\u00e9e \u00e0 Lagos (Nig\u00e9ria) qui mobilise des ressources pour le financement des infrastructures en Afrique, est fortement impliqu\u00e9e dans l\u2019extension du projet vers la Zambie et a r\u00e9cemment confirm\u00e9 que les discussions sur le contrat d\u2019ing\u00e9nierie, d\u2019approvisionnement et de construction (EPC) \u00e9taient proches de leur conclusion. Cette dynamique ouvre la voie \u00e0 une mobilisation technique d\u00e8s la finalisation du financement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lors du Makutano (rencontre en langue swahili), &nbsp;un rendez-vous annuel d&rsquo;affaires tenu le 26 novembre 2025 \u00e0 Kinshasa, le vice-Premier ministre congolais en charge des Transports, Jean-Pierre Bemba, a soulign\u00e9 la volont\u00e9 des parties prenantes d\u2019acc\u00e9l\u00e9rer la mise en \u0153uvre. Selon lui, le comit\u00e9 strat\u00e9gique r\u00e9unissant la RDC, les \u00c9tats-Unis et l\u2019Union europ\u00e9enne travaille d\u00e9sormais \u00ab&nbsp;<em>en cadence<\/em>&nbsp;\u00bb pour lancer la r\u00e9habilitation sans d\u00e9lai inutile. Cette convergence diplomatique et technique refl\u00e8te l\u2019importance \u00e9conomique et g\u00e9opolitique du corridor, notamment pour s\u00e9curiser des cha\u00eenes d\u2019approvisionnement en m\u00e9taux critiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019accord strat\u00e9gique sign\u00e9 le 4 d\u00e9cembre introduit, par ailleurs, des quotas d\u2019exportation obligatoires via le corridor de Lobito. Sur les cinq prochaines ann\u00e9es, les entreprises publiques devront y acheminer 50% de leur cuivre, 30% de leur cobalt et 90% de leur zinc. En ciblant uniquement les soci\u00e9t\u00e9s d\u2019\u00c9tat comme la G\u00e9camines ou ses filiales, le gouvernement cherche \u00e0 garantir un volume de base pour le chemin de fer tout en \u00e9vitant d\u2019entrer imm\u00e9diatement en conflit contractuel avec les majors priv\u00e9es du secteur minier, souvent li\u00e9es \u00e0 des op\u00e9rateurs chinois.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-un-corridor-pense-au-dela-du-seul-enjeu-minier\"><strong>Un corridor pens\u00e9 au-del\u00e0 du seul enjeu minier<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Si le mod\u00e8le financier du projet repose largement sur les minerais, les parties prenantes insistent sur sa vocation plus large. Pour Samaila Zubairu, pr\u00e9sident de l\u2019AFC, le corridor constitue d\u00e9sormais un levier essentiel pour dynamiser l\u2019agriculture le long de l\u2019axe ferroviaire, gr\u00e2ce \u00e0 une logistique plus fiable pour l\u2019acheminement des cultures de rente. Jean-Pierre Bemba estime, pour sa part, que l\u2019impact cumul\u00e9 des activit\u00e9s mini\u00e8res, industrielles et agricoles pourrait augmenter le PIB de la RDC de 2 \u00e0 3%, tout en g\u00e9n\u00e9rant quelque 10 000 emplois directs durant la phase de r\u00e9habilitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sur le plan financier, les engagements annonc\u00e9s semblent suffisants pour couvrir les 1,1 milliard de dollars n\u00e9cessaires \u00e0 la remise \u00e0 niveau de la ligne Dilolo\u2013Sakania et \u00e0 son extension vers la fronti\u00e8re zambienne. Outre le soutien potentiel de la DFC, l\u2019Union europ\u00e9enne est pr\u00eate \u00e0 contribuer, via la Banque europ\u00e9enne d\u2019investissement, \u00e0 hauteur de 500 millions d\u2019euros, tandis que la Banque mondiale envisage un appui de 500 millions de dollars. Ce montage financier renforce la cr\u00e9dibilit\u00e9 du projet et permet d\u2019envisager une ex\u00e9cution rapide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le transport de marchandises entre Tenke ou Kolwezi, au sud-est de la RDC, et le port de Lobito pourrait prendre 5 \u00e0 8 jours, contre pr\u00e8s de 25 jours pour les itin\u00e9raires passant par Durban, en Afrique du Sud. Les autorit\u00e9s anticipent une baisse des co\u00fbts logistiques pouvant atteindre 30 %, avec un objectif initial d\u2019un million de tonnes \u00e0 l\u2019export et de 500 000 tonnes \u00e0 l\u2019import, une r\u00e9partition clairement favorable \u00e0 la g\u00e9n\u00e9ration des revenus nets en devises \u00e9trang\u00e8res.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-quelques-obstacles-a-surmonter\"><strong>Quelques obstacles \u00e0 surmonter<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Toutefois, quelques d\u00e9fis techniques et commerciaux demeurent. L\u2019un des plus sensibles concerne l\u2019interop\u00e9rabilit\u00e9 des r\u00e9seaux ferroviaires congolais et angolais, notamment l\u2019harmonisation des \u00e9cartements de voie afin d\u2019\u00e9viter des ruptures de charge co\u00fbteuses. Un autre enjeu cl\u00e9 r\u00e9side dans la capacit\u00e9 \u00e0 convaincre les compagnies mini\u00e8res priv\u00e9es, souvent contractualis\u00e9es avec des op\u00e9rateurs chinois, de transf\u00e9rer une partie de leurs flux vers ce corridor soutenu par les \u00c9tats-Unis. La pratique dans le secteur minier consiste \u00e0 vendre la production de minerais par des contrats d\u2019enl\u00e8vement (off-take agreements), avec parfois, des entrep\u00f4ts de livraison pr\u00e9cis. Ainsi, l\u2019adh\u00e9sion de ces soci\u00e9t\u00e9s sera d\u00e9terminante pour assurer la viabilit\u00e9 \u00e0 long terme du projet et en faire un v\u00e9ritable moteur de d\u00e9veloppement r\u00e9gional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Un autre facteur d\u00e9terminant pourrait toutefois jouer en faveur du corridor : l\u2019\u00e9volution prochaine du paysage minier congolais. De nombreux contrats d\u2019exploitation arrivent \u00e0 expiration ou \u00e0 ren\u00e9gociation dans les ann\u00e9es \u00e0 venir, notamment pour le cuivre et le cobalt. Washington, anticipant cette fen\u00eatre strat\u00e9gique, a d\u00e9j\u00e0 pris des options sur plusieurs futures licences, gr\u00e2ce \u00e0 l\u2019accord-cadre de coop\u00e9ration \u00e9conomique sign\u00e9 avec la RDC et un lobbying diplomatique intense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019Union europ\u00e9enne multiplie elle aussi les d\u00e9marches pour s\u00e9curiser de nouvelles positions, en s\u2019appuyant sur la BEI et des fonds de garantie. Parall\u00e8lement, les alli\u00e9s des \u00c9tats-Unis du Golfe \u2014 Qatar et Arabie saoudite \u2014 affichent des ambitions croissantes dans l\u2019amont minier africain, cherchant \u00e0 se positionner sur des actifs strat\u00e9giques dans la transition \u00e9nerg\u00e9tique.
