L\u2019ancien ministre Fran\u00e7ois Rubota a lanc\u00e9 un appel solennel pour la mise en place d\u2019un \u00ab gouvernement de combat \u00bb, estimant que la R\u00e9publique d\u00e9mocratique du Congo fait face \u00e0 une \u00ab crise existentielle \u00bb pour son int\u00e9grit\u00e9 territoriale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans une d\u00e9claration charg\u00e9e d\u2019\u00e9motion, Rubota a exprim\u00e9 sa douleur tout en tentant de mobiliser l\u2019opinion : \u00ab Uvira, dernier verrou comme Kisangani en 1997, tu ne permettras pas que tout le pays tombe \u00bb. Utilisant une symbolique historique forte, il a assur\u00e9 que la RDC \u00ab a gliss\u00e9 mais n\u2019est pas tomb\u00e9e \u00bb, appelant \u00e0 un sursaut imm\u00e9diat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une r\u00e9ponse politique et s\u00e9curitaire exceptionnelle<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Face \u00e0 ce qu\u2019il qualifie de situation de guerre, Rubota plaide pour une restructuration compl\u00e8te de l\u2019action gouvernementale. Ses propositions concr\u00e8tes visent \u00e0 renforcer tous les leviers de l\u2019\u00c9tat :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un \u00ab gouvernement de combat \u00bb : Une \u00e9quipe resserr\u00e9e et op\u00e9rationnelle d\u00e9di\u00e9e \u00e0 la gestion de la crise.<\/li>\n\n\n\n<li>Des responsables s\u00e9curitaires \u00ab aguerris \u00bb : Il exige la nomination de ministres de l\u2019Int\u00e9rieur et de la D\u00e9fense issus des rangs les plus exp\u00e9riment\u00e9s.<\/li>\n\n\n\n<li>Une communication de guerre : La d\u00e9signation d\u2019un ministre de la Communication charg\u00e9 sp\u00e9cifiquement de porter un narratif offensif et unitaire.<\/li>\n\n\n\n<li>Renforcement des services : Il pr\u00e9conise un appui accru \u00e0 la Direction g\u00e9n\u00e9rale de migration (DGM) et \u00e0 l\u2019Agence nationale de renseignements (ANR) pour contr\u00f4ler les fronti\u00e8res et d\u00e9jouer les infiltrations.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Un diagnostic sans concession<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour Rubota, la r\u00e9ponse doit \u00eatre globale \u2013 militaire, politique et informationnelle \u2013 et s\u2019affranchir des logiques habituelles. \u00ab Le moment n\u2019est pas \u00e0 la f\u00eate, mais \u00e0 la guerre \u00bb, a-t-il martel\u00e9, appelant la nation \u00e0 \u00ab se lever et marcher \u00bb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cet appel intervient dans un contexte de d\u00e9bats houleux \u00e0 Kinshasa sur l\u2019efficacit\u00e9 de la strat\u00e9gie actuelle.
