Lanc\u00e9e pour moderniser la fiscalit\u00e9 et \u00e9largir l’assiette, la r\u00e9forme de la Facture Normalis\u00e9e (FACNO) livre son premier bilan op\u00e9rationnel. Les chiffres de d\u00e9cembre montrent une adoption r\u00e9elle mais contrast\u00e9e, entre dynamique entrepreneuriale et d\u00e9fis logistiques.<\/p>\n\n\n\n

Un d\u00e9collage chiffr\u00e9<\/strong>
Entre le 1er et le 24 d\u00e9cembre, l’administration enregistre 54 207 factures normalis\u00e9es \u00e9mises, un volume significatif pour une phase de lancement. Ce mouvement est port\u00e9 par 3 289 contribuables, dont plus de 2 200 ont d\u00e9j\u00e0 un compte e-UF pleinement fonctionnel. Parall\u00e8lement, pr\u00e8s de 1 000 entreprises sont engag\u00e9es dans l’homologation de leurs logiciels, une \u00e9tape technique cruciale.<\/p>\n\n\n\n

Le mur des r\u00e9alit\u00e9s op\u00e9rationnelles<\/strong>
Cet \u00ab engouement \u00bb, selon les termes du bilan, a paradoxalement r\u00e9v\u00e9l\u00e9 les premi\u00e8res faiblesses du dispositif. L’afflux des demandes a satur\u00e9 les capacit\u00e9s de traitement, entra\u00eenant des d\u00e9lais d’activation et des retards dans les homologations. Cette friction a oblig\u00e9 le ministre des Finances, Doudou Fwamba, \u00e0 une r\u00e9union de crise avec la FEC le 11 d\u00e9cembre, aboutissant \u00e0 la cr\u00e9ation d’une commission ad hoc.<\/p>\n\n\n\n

Entre confiance et efficacit\u00e9<\/strong>
La r\u00e9ussite de la FACNO, r\u00e9forme-phare du gouvernement, repose sur un \u00e9quilibre fragile. Elle doit maintenir l’adh\u00e9sion des entreprises \u2013 prouv\u00e9e par les premiers chiffres \u2013 tout en fluidifiant rapidement ses processus sous peine de cr\u00e9er un goulot d’\u00e9tranglement contre-productif. La d\u00e9rogation permettant une homologation partielle est un premier correctif. La capacit\u00e9 de la nouvelle commission \u00e0 apporter des solutions tangibles sera le prochain test de cr\u00e9dibilit\u00e9 pour cette transition fiscale majeure.<\/p>\n\n\n\n
