Face \u00e0 la persistance des conflits \u00e0 l\u2019Est, la R\u00e9publique d\u00e9mocratique du Congo entend consid\u00e9rablement renforcer son budget militaire dans les ann\u00e9es \u00e0 venir. Dans sa 36\u1d49 tribune publi\u00e9e le 24 d\u00e9cembre, le vice-Premier ministre et ministre du Budget, Adolphe Muzito, a d\u00e9voil\u00e9 des projections selon lesquelles pr\u00e8s de 5 milliards de dollars pourraient \u00eatre consacr\u00e9s \u00e0 la d\u00e9fense et \u00e0 la s\u00e9curit\u00e9 nationale entre 2026 et 2030.<\/p>\n\n\n\n

Un constat s\u00e9curitaire qui justifie l\u2019effort financier<\/strong><\/h4>\n\n\n\n

L\u2019ancien Premier ministre inscrit explicitement cette orientation budg\u00e9taire dans un contexte de d\u00e9gradation prolong\u00e9e de la s\u00e9curit\u00e9, notamment dans les provinces du Nord-Kivu et de l\u2019Ituri. Il dresse un bilan s\u00e9v\u00e8re, notant que ces r\u00e9gions \u00ab demeurent le th\u00e9\u00e2tre d\u2019affrontements r\u00e9currents, dont l\u2019intensit\u00e9 s\u2019est accentu\u00e9e depuis 2021 \u00bb.<\/p>\n\n\n\n

D\u00e8s lors, la d\u00e9fense n\u2019est plus pr\u00e9sent\u00e9e comme une d\u00e9pense administrative, mais comme \u00ab un levier central de stabilisation et de pr\u00e9servation de la souverainet\u00e9 nationale \u00bb, \u00e9lev\u00e9e au rang de priorit\u00e9 structurelle aux c\u00f4t\u00e9s des investissements sociaux et des infrastructures.<\/p>\n\n\n\n

\u00c0 quoi serviront ces fonds ?<\/strong><\/h4>\n\n\n\n

Selon le document, ces enveloppes budg\u00e9taires cons\u00e9quentes doivent couvrir plusieurs axes majeurs :<\/p>\n\n\n\n

  • La masse salariale et la prise en charge des Forces arm\u00e9es de la RDC (FARDC) et de la Police nationale congolaise (PNC).<\/li>\n\n\n\n
  • Le financement des op\u00e9rations militaires en cours et \u00e0 venir.<\/li>\n\n\n\n
  • L\u2019appui aux populations civiles affect\u00e9es par les conflits et les d\u00e9placements forc\u00e9s.<\/li>\n<\/ul>\n\n\n\n

    Une strat\u00e9gie \u00ab \u00e9quilibr\u00e9e \u00bb entre force militaire et diplomatie<\/strong><\/h4>\n\n\n\n

    Adolphe Muzito d\u00e9fend une approche \u00e0 deux volets. Si le renforcement des capacit\u00e9s militaires (\u00e9quipement, efficacit\u00e9 op\u00e9rationnelle) est jug\u00e9 indispensable, il doit, selon lui, s\u2019accompagner de \u00ab efforts diplomatiques \u00bb vigoureux. \u00ab La recherche de la paix avec les pays voisins ne saurait faire l\u2019\u00e9conomie d\u2019une arm\u00e9e mieux \u00e9quip\u00e9e et d\u2019un dispositif de protection du territoire plus efficace \u00bb, a-t-il affirm\u00e9, semblant viser implicitement les tensions avec le Rwanda.<\/p>\n\n\n\n

    Des projections bas\u00e9es sur une hypoth\u00e8se de croissance<\/strong><\/h4>\n\n\n\n

    Cette ambition s\u00e9curitaire repose sur des hypoth\u00e8ses macro\u00e9conomiques optimistes. Le plan budg\u00e9taire table sur une progression soutenue des recettes publiques entre 2026 et 2030, notamment tir\u00e9e par le secteur extractif. C\u2019est cette croissance anticip\u00e9e qui devrait, en th\u00e9orie, permettre de financer le secteur de la d\u00e9fense \u00ab sans compromettre les autres priorit\u00e9s nationales \u00bb.<\/p>\n\n\n\n

    Un engagement chiffr\u00e9 dans un contexte de guerre<\/strong><\/p>\n\n\n\n

    Cette annonce constitue la traduction budg\u00e9taire la plus concr\u00e8te \u00e0 ce jour de la volont\u00e9 affich\u00e9e par le pr\u00e9sident F\u00e9lix Tshisekedi de reprendre l\u2019initiative militaire face aux groupes arm\u00e9s, en particulier le M23. Elle intervient \u00e0 un moment o\u00f9 la pression internationale pour une solution diplomatique est forte, mais o\u00f9 les revers sur le terrain (comme la chute d\u2019Uvira) plaident pour un renforcement des FARDC.<\/p>\n\n\n\n

    La cr\u00e9dibilit\u00e9 de ce plan d\u00e9pendra de la capacit\u00e9 de l\u2019\u00c9tat \u00e0 g\u00e9n\u00e9rer les recettes promises et \u00e0 garantir que ces fonds colossaux soient effectivement allou\u00e9s et utilis\u00e9s de mani\u00e8re efficiente et transparente, dans un secteur historiquement min\u00e9 par des d\u00e9fis de gouvernance.<\/p>\n\n\n\n
