La Direction G\u00e9n\u00e9rale des Imp\u00f4ts (DGI) a proc\u00e9d\u00e9 ce mardi au lancement officiel de la nouvelle plaque min\u00e9ralogique s\u00e9curis\u00e9e pour les v\u00e9hicules automobiles sur l\u2019ensemble du territoire de la R\u00e9publique d\u00e9mocratique du Congo. Cette r\u00e9forme majeure du syst\u00e8me d\u2019immatriculation vise \u00e0 moderniser l\u2019identification du parc automobile national, renforcer la s\u00e9curit\u00e9 et lutter contre la fraude.<\/p>\n\n\n\n

Une plaque aux standards internationaux<\/strong><\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Con\u00e7ue conform\u00e9ment aux normes techniques internationales, cette nouvelle plaque remplace d\u00e9finitivement l\u2019ancien mod\u00e8le. Elle s\u2019inscrit dans la volont\u00e9 du gouvernement d\u2019harmoniser et de s\u00e9curiser l\u2019identification des v\u00e9hicules, un chantier cl\u00e9 pour l\u2019\u00c9tat de droit et la modernisation administrative.<\/p>\n\n\n\n

\u00ab Cette initiative s\u2019adresse \u00e0 l\u2019ensemble du public, et plus particuli\u00e8rement aux propri\u00e9taires de v\u00e9hicules et aux usagers de la route \u00bb, a pr\u00e9cis\u00e9 la DGI dans son communiqu\u00e9.<\/p>\n\n\n\n

Objectifs : s\u00e9curit\u00e9, tra\u00e7abilit\u00e9 et contr\u00f4le renforc\u00e9<\/strong><\/p>\n\n\n\n

Les autorit\u00e9s attribuent trois avantages principaux \u00e0 cette r\u00e9forme :<\/p>\n\n\n\n

    \n
  1. Am\u00e9lioration de la s\u00e9curit\u00e9 des automobilistes<\/strong> : Une plaque mieux s\u00e9curis\u00e9e et unique complique les usurpations d\u2019identit\u00e9 et les vols de v\u00e9hicules.<\/li>\n\n\n\n
  2. Harmonisation nationale<\/strong> : Un syst\u00e8me uniforme sur l\u2019ensemble du territoire facilite la gestion et le recensement du parc automobile.<\/li>\n\n\n\n
  3. Facilitation du contr\u00f4le routier<\/strong> : Les forces de l\u2019ordre (police, gendarmerie) disposeront d\u2019un outil plus fiable et plus difficile \u00e0 falsifier pour leurs op\u00e9rations de contr\u00f4le.<\/li>\n<\/ol>\n\n\n\n

    L\u2019administration fiscale souligne que cette modernisation \u00ab contribuera \u00e0 renforcer la tra\u00e7abilit\u00e9 des v\u00e9hicules et \u00e0 lutter plus efficacement contre les fraudes et l\u2019ins\u00e9curit\u00e9 routi\u00e8re \u00bb.<\/p>\n\n\n\n

    Une invitation \u00e0 la r\u00e9gularisation<\/strong><\/p>\n\n\n\n

    La DGI lance un appel \u00e0 tous les propri\u00e9taires de v\u00e9hicules pour qu\u2019ils se conforment sans d\u00e9lai \u00e0 cette nouvelle r\u00e9glementation. Ils sont invit\u00e9s \u00e0 se rendre dans les bureaux de la DGI ou aupr\u00e8s des centres agr\u00e9\u00e9s pour se procurer la nouvelle plaque s\u00e9curis\u00e9e et r\u00e9gulariser la situation de leur v\u00e9hicule.<\/p>\n\n\n\n

    Cette mesure pourrait s\u2019accompagner d\u2019une campagne de contr\u00f4le renforc\u00e9 sur les routes dans les semaines \u00e0 venir, avec des sanctions pr\u00e9vues pour les contrevenants.<\/p>\n\n\n\n

    Contexte et perspectives<\/strong><\/p>\n\n\n\n

    Le lancement de cette plaque intervient dans un cadre plus large de modernisation des services publics et de num\u00e9risation de l\u2019administration congolaise. En am\u00e9liorant la fiabilit\u00e9 du fichier automobile, l\u2019\u00c9tat esp\u00e8re \u00e9galement optimiser la perception des taxes et redevances li\u00e9es \u00e0 la circulation, comme la taxe de circulation et l\u2019assurance obligatoire.<\/p>\n\n\n\n

    Pour les citoyens, cette transition, bien qu\u2019entra\u00eenant des d\u00e9marches et des co\u00fbts, repr\u00e9sente un pas vers un syst\u00e8me plus transparent et s\u00e9curis\u00e9. Son succ\u00e8s d\u00e9pendra largement de la fluidit\u00e9 de la mise en \u0153uvre et de la communication autour des proc\u00e9dures \u00e0 suivre.<\/p>\n\n\n\n
