{"id":93814,"date":"2026-02-10T01:33:28","date_gmt":"2026-02-10T00:33:28","guid":{"rendered":"https:\/\/congopubonline.com\/?p=93814"},"modified":"2026-02-10T01:33:37","modified_gmt":"2026-02-10T00:33:37","slug":"kongo-central-le-gouverneur-bilolo-entendu-par-la-justice-dans-une-enquete-sur-un-detournement-presume","status":"publish","type":"post","link":"https:\/\/congopubonline.com\/?p=93814","title":{"rendered":"Kongo Central : Le gouverneur Bilolo entendu par la justice dans une enqu\u00eate sur un d\u00e9tournement pr\u00e9sum\u00e9"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Le gouverneur de la province du Kongo Central, Gr\u00e2ce Nkuanga Bilolo, s\u2019est pr\u00e9sent\u00e9 ce lundi au parquet g\u00e9n\u00e9ral pr\u00e8s la Cour de cassation, o\u00f9 il a \u00e9t\u00e9 entendu dans le cadre d\u2019une enqu\u00eate judiciaire pour un pr\u00e9sum\u00e9 d\u00e9tournement de deniers publics dont le montant, tr\u00e8s controvers\u00e9, oscille entre un et cinquante millions de dollars am\u00e9ricains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon son avocat, Me Espoir Saisi, l\u2019audition s\u2019est d\u00e9roul\u00e9e dans un \u00ab climat apais\u00e9 \u00bb. Il a imm\u00e9diatement d\u00e9clar\u00e9 \u00e0 la presse que \u00ab toutes les rumeurs de d\u00e9tournement ont \u00e9t\u00e9 balay\u00e9es \u00bb et que son client \u00e9tait rentr\u00e9 chez lui \u00ab en citoyen libre \u00bb. Cependant, les sources judiciaires et l\u2019avocat g\u00e9n\u00e9ral ont tenu \u00e0 pr\u00e9ciser que l\u2019enqu\u00eate reste ouverte et qu\u2019aucune d\u00e9cision d\u00e9finitive, telle qu\u2019un non-lieu ou des poursuites, n\u2019a encore \u00e9t\u00e9 prise par l\u2019autorit\u00e9 judiciaire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une affaire aux montants divergents<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019affaire trouve son origine dans une mission de contr\u00f4le ordonn\u00e9e par la Pr\u00e9sidence de la R\u00e9publique et conduite par l\u2019Inspection g\u00e9n\u00e9rale des finances (IGF) \u00e0 partir du 15 ao\u00fbt 2025. L\u2019audit portait sur la gestion de la redevance p\u00e9troli\u00e8re et des recettes des p\u00e9ages de la province.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le rapport des enqu\u00eateurs de l\u2019IGF a fait \u00e9tat d\u2019un d\u00e9tournement pr\u00e9sum\u00e9 d\u00e9passant le million de dollars. Cependant, des voix au sein de la soci\u00e9t\u00e9 civile provinciale, comme Joseph Mabanga, pr\u00e9sident de la coh\u00e9sion des notables du Kongo Central, affirment que les sommes en jeu seraient bien plus importantes, pouvant avoisiner les 50 millions de dollars, cr\u00e9ant ainsi une forte divergence sur l\u2019ampleur r\u00e9elle du pr\u00e9judice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Une proc\u00e9dure autoris\u00e9e par l&rsquo;Assembl\u00e9e provinciale<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103-1024x768.png\" alt=\"\" class=\"wp-image-93816\" style=\"width:616px;height:auto\" srcset=\"https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103-1024x768.png 1024w, https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103-300x225.png 300w, https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103-768x576.png 768w, https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103-1170x878.png 1170w, https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103-585x439.png 585w, https:\/\/congopubonline.com\/wp-content\/uploads\/2026\/02\/image-103.png 1280w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">La proc\u00e9dure judiciaire avait franchi une \u00e9tape cruciale le 28 janvier dernier, lorsque le Bureau de l\u2019Assembl\u00e9e provinciale du Kongo Central a autoris\u00e9 l\u2019ouverture d\u2019une instruction judiciaire contre le gouverneur. Cette d\u00e9cision faisait suite \u00e0 un r\u00e9quisitoire du Procureur g\u00e9n\u00e9ral dat\u00e9 du 23 janvier, sollicitant formellement cette autorisation de poursuites, n\u00e9cessaire en vertu de l\u2019immunit\u00e9 relative dont b\u00e9n\u00e9ficie un gouverneur en exercice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La remise en libert\u00e9 de M. Bilolo \u00e0 l&rsquo;issue de sa premi\u00e8re audition formelle marque une nouvelle phase proc\u00e9durale, mais ne pr\u00e9sume pas de l&rsquo;issue finale. Les d\u00e9clarations de son avocat et le silence maintenu du parquet g\u00e9n\u00e9ral laissent l&rsquo;\u00e9p\u00e9e de Damocl\u00e8s judiciaire suspendue.
