Dans un entretien accord\u00e9 au journal <em>Ouragan<\/em>, l\u2019ancienne pr\u00e9sidente de l\u2019Assembl\u00e9e constituante et l\u00e9gislative\/Parlement de transition (ACL\/PT) appelle \u00e0 une refonte en profondeur de la loi fondamentale.<\/p>\n\n\n\n<p>Soutenant l\u2019initiative du chef de l\u2019\u00c9tat, F\u00e9lix Tshisekedi, elle estime que la Constitution actuelle, adopt\u00e9e en 2006, doit \u00e9voluer pour s\u2019adapter aux r\u00e9alit\u00e9s contemporaines. \u00ab Une Constitution n\u2019est pas un texte sacr\u00e9, elle doit vivre avec la soci\u00e9t\u00e9 \u00bb, affirme-t-elle, rejetant toute id\u00e9e d\u2019intangibilit\u00e9.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-vers-la-fin-de-la-limitation-des-mandats\">Vers la fin de la limitation des mandats ?<\/h3>\n\n\n\n<p>Parmi ses propositions les plus marquantes figure la suppression de la limitation des mandats pr\u00e9sidentiels. Philom\u00e8ne Omatuku consid\u00e8re ce m\u00e9canisme comme un facteur d\u2019instabilit\u00e9 politique, estimant qu\u2019il emp\u00eache la mise en \u0153uvre de politiques de long terme.<\/p>\n\n\n\n<p>Selon elle, le pr\u00e9sident devrait plut\u00f4t se soumettre r\u00e9guli\u00e8rement au suffrage populaire, laissant aux citoyens le soin de d\u00e9cider de la continuit\u00e9 ou non de son mandat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-l-education-au-coeur-de-la-reforme\">L\u2019\u00e9ducation au c\u0153ur de la r\u00e9forme<\/h3>\n\n\n\n<p>L\u2019ancienne ministre du Genre plaide \u00e9galement pour une extension de la gratuit\u00e9 de l\u2019enseignement, de la maternelle jusqu\u2019\u00e0 l\u2019universit\u00e9. Elle d\u00e9fend l\u2019id\u00e9e d\u2019un syst\u00e8me \u00e9ducatif accessible \u00e0 tous, compl\u00e9t\u00e9 par un dispositif de bourses, afin de faire de l\u2019\u00e9ducation un v\u00e9ritable levier de d\u00e9veloppement national.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-clarifier-les-responsabilites-institutionnelles\">Clarifier les responsabilit\u00e9s institutionnelles<\/h3>\n\n\n\n<p>Au-del\u00e0 des questions politiques et sociales, Philom\u00e8ne Omatuku pointe plusieurs incoh\u00e9rences institutionnelles. Elle critique notamment l\u2019obligation faite aux dirigeants d\u2019entreprises publiques de rendre compte directement devant le Parlement, y voyant une confusion des r\u00f4les et un risque de d\u00e9rives.<\/p>\n\n\n\n<p>Elle appelle \u00e9galement \u00e0 renforcer la s\u00e9paration des pouvoirs, en mettant fin \u00e0 la d\u00e9pendance des magistrats du parquet vis-\u00e0-vis du ministre de la Justice, afin de garantir une justice v\u00e9ritablement ind\u00e9pendante.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-un-appel-a-une-reforme-en-profondeur\">Un appel \u00e0 une r\u00e9forme en profondeur<\/h3>\n\n\n\n<p>Pour l\u2019ancienne speaker, une r\u00e9vision partielle ne suffirait pas.
