Face aux tensions sur les march\u00e9s p\u00e9troliers, la R\u00e9publique d\u00e9mocratique du Congo acc\u00e9l\u00e8re sa strat\u00e9gie de diversification de ses sources d\u2019approvisionnement en carburant. Le Vice-Premier ministre et ministre de l\u2019\u00c9conomie, Daniel Mukoko Samba, a conduit une mission officielle au Nigeria pour n\u00e9gocier un partenariat direct avec la Raffinerie Dangote, la plus grande du continent.<\/p>\n\n\n\n
Selon un communiqu\u00e9 du minist\u00e8re de l\u2019\u00c9conomie nationale dat\u00e9 du 14 avril, cette initiative du gouvernement dirig\u00e9 par Judith Suminwa Tuluka vise \u00e0 garantir la disponibilit\u00e9 des produits p\u00e9troliers en contournant les circuits traditionnels, souvent soumis \u00e0 de fortes fluctuations internationales. La d\u00e9l\u00e9gation congolaise a notamment \u00e9chang\u00e9 avec le milliardaire nig\u00e9rian Aliko Dangote en vue d\u2019\u00e9tablir un canal d\u2019approvisionnement direct.<\/p>\n\n\n\n<\/figure>\n\n\n\n
Malgr\u00e9 d\u2019importantes ressources en hydrocarbures, notamment dans le Graben Albert et en offshore, la R\u00e9publique d\u00e9mocratique du Congo reste fortement d\u00e9pendante des importations de produits raffin\u00e9s, faute d\u2019infrastructures locales suffisantes. Cette d\u00e9pendance expose le pays aux chocs des prix mondiaux et aux tensions g\u00e9opolitiques.<\/p>\n\n\n\n
L\u2019objectif affich\u00e9 par les autorit\u00e9s est de diversifier les sources d\u2019approvisionnement, renforcer la r\u00e9silience \u00e9nerg\u00e9tique et mieux anticiper les fluctuations du march\u00e9. <\/p>\n\n\n\n
Avec une capacit\u00e9 de production estim\u00e9e \u00e0 650 000 barils par jour, la Raffinerie Dangote constitue aujourd\u2019hui un acteur cl\u00e9 de l\u2019approvisionnement p\u00e9trolier en Afrique, exportant d\u00e9j\u00e0 vers plusieurs pays du continent.<\/p>\n\n\n\n
Au-del\u00e0 de l\u2019urgence conjoncturelle, cette d\u00e9marche s\u2019inscrit dans une logique de coop\u00e9ration sud-sud, alors que le groupe Dangote intensifie sa pr\u00e9sence en Afrique centrale. Un \u00e9ventuel accord pourrait contribuer \u00e0 stabiliser les prix \u00e0 la pompe en RDC, o\u00f9 les capacit\u00e9s de stockage demeurent limit\u00e9es.<\/p>\n\n\n\n
Des observateurs saluent cette offensive diplomatique, tout en soulignant la n\u00e9cessit\u00e9, \u00e0 long terme, de d\u00e9velopper une industrie nationale de raffinage afin de r\u00e9duire durablement la d\u00e9pendance ext\u00e9rieure.<\/p>\n\n\n\n
Si aucun d\u00e9tail chiffr\u00e9 n\u2019a encore \u00e9t\u00e9 rendu public, cette initiative illustre la mont\u00e9e en puissance de la diplomatie \u00e9conomique du gouvernement Suminwa, en coh\u00e9rence avec les ambitions de la Zone de libre-\u00e9change continentale africaine, et pourrait ouvrir la voie \u00e0 des partenariats \u00e9nerg\u00e9tiques plus larges sur le continent.<\/p>\n\n\n\n
