R\u00e9unis en s\u00e9ance pl\u00e9ni\u00e8re ce mardi 9 juin, les d\u00e9put\u00e9s nationaux ont adopt\u00e9 la proposition de loi fixant les conditions d\u2019organisation du r\u00e9f\u00e9rendum sur l\u2019ensemble du territoire national.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le texte, qui d\u00e9finit le cadre juridique de cette consultation populaire, renforce notamment les pr\u00e9rogatives du Pr\u00e9sident de la R\u00e9publique en mati\u00e8re de convocation du r\u00e9f\u00e9rendum. Apr\u00e8s son adoption par la chambre basse du Parlement, la proposition de loi a \u00e9t\u00e9 imm\u00e9diatement transmise au S\u00e9nat pour une seconde lecture conform\u00e9ment \u00e0 la proc\u00e9dure l\u00e9gislative en vigueur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans la foul\u00e9e, les d\u00e9put\u00e9s nationaux ont \u00e9galement d\u00e9cid\u00e9 de se constituer en chambre constituante, ouvrant ainsi une nouvelle phase du processus de r\u00e9forme constitutionnelle port\u00e9 par la majorit\u00e9 au pouvoir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selon les dispositions arr\u00eat\u00e9es, cette future assembl\u00e9e constituante ne sera pas compos\u00e9e uniquement des parlementaires nationaux. Elle r\u00e9unira \u00e9galement les s\u00e9nateurs, les d\u00e9put\u00e9s provinciaux, les gouverneurs de province ainsi que les conseillers municipaux. Cette composition \u00e9largie vise \u00e0 associer davantage d\u2019institutions et de repr\u00e9sentants territoriaux aux travaux qui pourraient conduire \u00e0 l\u2019\u00e9laboration d\u2019une nouvelle Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019\u00e9largissement de cette instance augmente consid\u00e9rablement le nombre de participants appel\u00e9s \u00e0 prendre part aux travaux constituants. Plusieurs observateurs soulignent d\u00e9j\u00e0 que cette configuration pourrait avoir un impact significatif sur le co\u00fbt global du processus pour les finances publiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L\u2019adoption de la loi sur le r\u00e9f\u00e9rendum et la mise en place de cette chambre constituante marquent une acc\u00e9l\u00e9ration notable du calendrier des r\u00e9formes institutionnelles. Elles interviennent dans un contexte politique o\u00f9 le d\u00e9bat sur l\u2019avenir de la Constitution suscite de vives discussions au sein de la classe politique, entre les partisans d\u2019une refondation des institutions et ceux qui redoutent une remise en cause des \u00e9quilibres constitutionnels actuels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le texte doit d\u00e9sormais \u00eatre examin\u00e9 par le S\u00e9nat avant de poursuivre son parcours l\u00e9gislatif.
