Ainsi, le pr\u00e9sident de la Commission des Lois, de la D\u00e9centralisation, du Travail et des Droits humains Me Abdoulaye Tall a tenu \u00e0 rassurer sur l\u2019\u00e9tat des institutions, \u00e9cartant toute id\u00e9e de crise. \u00ab S\u2019agissant de la r\u00e9vision constitutionnelle, je ne pense pas qu\u2019il y ait une quelconque crise institutionnelle, comme certains S\u00e9n\u00e9galais le pensent. Il faut comprendre qu\u2019il s\u2019agit de la premi\u00e8re s\u00e9ance pl\u00e9ni\u00e8re depuis l\u2019installation du pr\u00e9sident de l\u2019Assembl\u00e9e nationale. Apr\u00e8s la pl\u00e9ni\u00e8re de la semaine derni\u00e8re, le Pr\u00e9sident a rappel\u00e9 que, m\u00eame s\u2019il est rare de voir une initiative de r\u00e9vision constitutionnelle \u00e9maner de l\u2019Assembl\u00e9e nationale, cette possibilit\u00e9 est pr\u00e9vue par l\u2019article 103 de la Constitution. Cette initiative appartient aussi bien \u00e0 l\u2019Assembl\u00e9e nationale qu\u2019au pr\u00e9sident de la R\u00e9publique&nbsp;\u00bb, a soutenu le d\u00e9put\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il indique que \u00ab conform\u00e9ment aux dispositions en vigueur, le Pr\u00e9sident de la R\u00e9publique dispose d\u2019un d\u00e9lai de dix jours pour faire conna\u00eetre son avis \u00e0 l\u2019Assembl\u00e9e nationale&nbsp;\u00bb. Ce d\u00e9lai, dit-il, est arriv\u00e9 \u00e0 expiration aujourd\u2019hui, mais le chef de l\u2019\u00c9tat avait d\u00e9j\u00e0 donn\u00e9 son avis d\u00e8s vendredi dernier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00ab&nbsp;D\u2019apr\u00e8s l\u2019article 11 du r\u00e8glement int\u00e9rieur, lorsque l\u2019avis est donn\u00e9, la proc\u00e9dure suit normalement son cours. M\u00eame en l\u2019absence d\u2019avis, la proc\u00e9dure peut continuer. Heureusement, l\u2019avis a \u00e9t\u00e9 transmis. L\u2019Assembl\u00e9e nationale doit donc se r\u00e9unir pour la phase d\u2019adoption. Le Pr\u00e9sident de l\u2019Assembl\u00e9e nationale a rappel\u00e9 qu\u2019il s\u2019agit d\u2019une proc\u00e9dure pr\u00e9vue par la Constitution et relevant pleinement du fonctionnement normal des institutions de la R\u00e9publique \u00bb, a signal\u00e9 Me Abdoulaye Tall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour rappel, la Conf\u00e9rence des pr\u00e9sidents de l&rsquo;Assembl\u00e9e nationale (CDP) s&rsquo;est r\u00e9unie le samedi 20 juin 2026 \u00e0 9 h 30, au si\u00e8ge de l&rsquo;institution parlementaire. \u00c0 l&rsquo;ordre du jour, l&rsquo;examen de la suite de la proc\u00e9dure de r\u00e9vision constitutionnelle. \u00ab Le Pr\u00e9sident de l&rsquo;Assembl\u00e9e nationale (PAN) a inform\u00e9 la CDP de la r\u00e9ception, hier vendredi 19 juin 2026, de l&rsquo;avis du Pr\u00e9sident de la R\u00e9publique sur la proposition de loi portant r\u00e9vision de la Constitution.
