Key Responsibilities
- Provide overall strategic leadership, coordination, and supervision of all project activities and staff.
- Ensure the project achieves its goals and outcomes, including policy improvement, labor monitoring and identification, enforcement support, and remediation.
- Liaise with USDOL/ILAB, government stakeholders, local partners, and the private sector to ensure high-level engagement and ownership.
- Oversee the development and execution of project workplans, monitoring plans, and technical strategies in coordination with technical and operational staff.
- Maintain timely and high-quality reporting to USDOL, including technical progress reports and financial updates.
- Supervise and mentor a multidisciplinary team and manage partner relationships to ensure a cohesive and adaptive implementation approach.
- Ensure integration of cross-cutting themes including social inclusion and conflict sensitivity into all project activities.
- Lead coordination with the Ministry of Employment, Labour and Social Welfare (MELSS), Ministry of Mines (MINES), Ministry of Gender, Family and Children (MGFE), and the Interministerial Commission to Combat Child Labor in Mines and Artisanal Mining Sites (CISTEMA), as well as provincial authorities to support institutionalization of labor protections in mining areas.
- Represent the project in national, regional, and international forums on child labor, forced labor, and supply chain accountability.
Required Qualifications
- Master’s degree in international development, labor relations, public policy, law, project management, or related field; or, 5 years or more of related work experience.
- Minimum of 7 (seven) years of experience in project leadership, management, supervision, administration, and implementation of cooperative agreement and/or contract requirements (including meeting deadlines, achieving targets, establishing and maintaining systems for managing project operations, and overseeing the preparation and submission of required reports to donor agencies), preferably in the DRC. Eight (8) to ten (10) years or more of leadership experience is preferred.
- Proven experience managing ILAB-funded projects or other publicly-funded projects focused on labor rights, child protection, or supply chains.
- Demonstrated experience in labor rights enforcement, child labor and/or forced labor prevention, and policy reform.
- Strong understanding of mining sector dynamics and labor governance challenges in fragile or resource-rich settings.
- Experience engaging with national and subnational governments, particularly labor inspectorates, ministries, and local authorities.
- Experience establishing and maintaining systems for managing project operations.
- Experience with designing and implementing results-based monitoring systems for projects focused on capacity building.
- Strong communication, interpersonal, and negotiation skills.
- Demonstrated experience as an effective public speaker.
- Fluent written and spoken English required; French fluency strongly preferred.
- DRC nationals are strongly encouraged to apply. Open to international candidates with relevant experience in the region. Fluency includes speaking, listening, reading, and writing.
Preferred Qualifications
- Knowledge of DRC’s mining sector, labor policy frameworks, and child protection landscape.
- Familiarity with Child Labor Monitoring and Remediation Systems (CLMRS), supply chain due diligence, and enforcement strategies.
- Experience working with community-based child protection mechanisms (e.g., RECOPEs), private sector actors, and international donors.
- Prior experience managing consortiums or multi-partner program structures.
- Eight (8) to Ten (10) or more years of experience in project leadership, management, supervision, administration, and implementation of cooperative agreement and/or contract requirements

ESSENTIAL DUTIES
- Installs, configures, and upgrades the database systems (e.g., Oracle, SQL Server, MySQL)
- Recommends database management systems, hardware platforms and data distributions to be used in system implementations, including those operating on a 24-hour basis.
- Assigns and controls names used for the various portions of data base to include, transaction codes, elements, tables, records, schema and sub-schema.
- Ensures adequate security safeguards are in place to control access to all databases.
- Ensures the integrity of database files through the daily monitoring of database backups, logs, journals and transaction statistics.
- In charge of all databases used within the organization and ensures their proper functionality.
- Oversees the proper distribution and controlled replication of data across Disaster Recovery (DR) sites and databases.
- Plans and executes performance tests of physical data base designs.
- Allocates disk space for new data tables and monitors space utilization for existing data tables.
- Makes adjustments to table sizes and locations to ensure efficient use of resources and to optimize performance.
- Manages schema and sub-schema libraries, and responds to requests for data views.
- Implements database backup and recovery plans, and performs database recoveries and coordination with other areas of the IT department.
- Monitors and reviews operating statistics for conformance to performance standards and overall system performance goals.
- Maintains documentation about test and production database environments to help resolve potential production problems.
- Prepares periodic reports on the status of all database systems to including performance data, economics data and database usage.
- Supporting Core banking database systems and act as first line support for all database issues.
- Maintain a Knowledge base of all known application issues.
- In charge of IFRS 9 Data extraction. Liaises with Finance team to resolve any data errors that might appear in the IFRS 9 Reports.
- In charge of submission of data to the enterprise data warehouse.
- Perform any other related duties that may be assigned from time to time.
- Coordinate the resolution and remediation of all security related issues at Database level for all the databases used in the bank. This will involve end user training on security related matters, including applying the lastest security patches and updates on the database systems.
- Implement and maintain High availability solution (e.g., Data Guard, Always-on, Galera Mysql).
- And any other duties assigned.

- Training and mentoring junior DBAs who report directly to the incumbent.

Education & Experience
- Bachelors of Science degree in a technical field or equivalent experience.
- Oracle / MS SQL / MYSQL DBA certification is preferred.
- 3+ years experience in database administration.
Language Skills
- Fluency in spoken and written English language.
Computer Skills
- Strong knowledge of Oracle / MS SQL / MYSQL databases.
- Knowledge of programming in SQL, PL/SQL, T-SQL, Python
- Knowledge of Windows and Unix/Linux operating systems.
- Knowledge of HA/DR solution (Data Guard, Always-on, Galera Mysql)
- Backup and recovery tools (RMAN, native tools)
