What we are looking for
We are seeking a resilient Area Support Manager to work closely with program teams in Bunia. Solid financial management and operational support skills are essential. You will oversee support functions in the Area Office and deputize the Area Manager as needed.
What you will do
Work closely with the Area Manager (AM) and Area Programme Manager (APM) to ensure:
- project procurement plans are accurate and developed before or at the start of the project and ensure consolidation at the area level from strategic planning on procurement.
- spending plans are accurate and in the system.
- budget monitoring is based on accurate financial information, including commitments.
- budgets are spent out on time, on budget, and with quality.
- orking closely with the Humanitarian, Access and Safety Officer (HAS O) and programme staff, ensure plans for transport, storage and distribution of items consider risks.
- Ensure the master budget for the support teams, bases, and fleet, is up to date and accurate.
- Ensure a watching overview of local market analysis within the area.
- Working with Logistics Manager at CO level, establish or reinforce framework agreements for supplies and services within the Area to cover operational and programmatic needs.
- Ensure respect for SOPs and NRC values in all process: recruitment, staff care, supply, and payment.
- Ensure Financial, Fleet and Warehouses report within deadline (monthly and annual)
- Develop local strategies logistics and fleet to help for easy operation within the area.
- Manage needs in terms of trainees and daily workers for support components or department.
- Analyse and share BvA with accurate figures including commitments as well and expenditures.
- Conduct periodic assets and warehouses spot checks and provide improvement actions plan
- Ensure NRC representation in Logistics Cluster
- Ensure duty of care in facilities and vehicles according to the SOPs,
- Responsible of performance management of staff under his supervision and ensure WDP processes completed for all Area support teams
- Deputise for the Area Manager as required.

What you will bring
1.Professional Competencies
- Experience from working in management of operations, including in Finance, Logistics or Field Coordination in a humanitarian/recovery context.
- Solid experience in Finance, audit and compliance as background.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Self-awareness: Willingness to change working hours and practices as necessary in keeping with the local security situation
- Fluency in French, both written and verbal, and in English is an advantage
- Commitment to NRCs values, and willingness to abide by NRC’s rules and procedures.
- Context/ Specific skills, knowledge and experience:
- Prior experience in Eastern DRC strongly preferred, or elsewhere in other countries, an advantage.
- Prior experience with NRC is an advantage.
- Swahili language skills a major advantage
- Experience with start-up and exit will be good to have

Duty station:DR Congo- Bunia Ituri
Contract: 12 months with possibility of extension
Salary&benefits: grade 8 on NRC’s salary scale
